The City of Avondale Public Works Department has openings for a full-time Customer Service Technician. This position is FLSA non-exempt and with benefits.
This position will work closely with the Water Billing Division in the Finance and Budget Department to ensure the timely completion of meter reads, accuracy of meter reads, and applicable activities. Reconcile discrepancies between automated meter reads and water billing software to reduce incompatible or inconsistent billing data.
Also, this position will be responsible for entering, maintaining, and updating computerized digital records for utilities associated with water production and distribution, wastewater collection, storm drains, and flood irrigation. Create and generate reports and provide technical information for the department.
Examples of Duties:
Assist in timely completion of meter reading activities. Certify accuracy of meter reads prior to forwarding to Water billing, including reconciliation of High 1 and High 2 list generated from water billing software. Review and summarize daily work. Coordinate work with Water Billing Division.
Assist in the upload and downloading of computer meter reading equipment. Facilitate modifications and maintenance of water billing software and automated meter read systems. Interface with Customer Service Supervisor in Water Billing Division to resolve system errors, minimize High 1 and High 2 reads, and strive for zero defects in water billing data.
Provides training to department staff on meter reading and water billing systems.
Assist with transfers, on/offs, and disconnects for non-payment. Assist with completion of high bill complaints. Meet with customers as required to resolve billing issues. Train staff on Standard Operating Procedures for completion of high bill complaints.
Assist in replacement of malfunctioning meters. Assist in repair/re-program of Encoder Receiver Transmitter (ERT) and damaged wires. Provide meter maintenance information to supervisors as necessary.Troubleshoots and resolves problems associated with meter reading and water billing systems.
May provide assistance to distribution operators when necessary.
High school diploma or GED; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.
One (1) year experience as a Utility Customer Service Worker providing accurate and timely readings of residential and commercial water meters along assigned routes for billing purposes; turning residential water service on and off; identifying water meter equipment problems; assisting in meter repair or replacement and experience interfacing with automated meter reading and water billing software. Knowledge in testing ¾" and 8" displacement and compound meters.
Must possess a valid Arizona Class D Driver's License at time of hire. Possession of an Arizona Department of Environmental Quality (ADEQ) Grade I Certification in Water Distribution, or the ability to obtain the Grade I Certification in Water Distribution within 12 months from date of hire.
Work requires the ability to prepare documentation manuals, procedures for meter reading and water billing systems. Also, the ability to read computer software operating manuals.
Work requires the ability to perform general math calculations such as addition, subtraction, multiplication, and division and draw logical conclusions.
Work requires the ability to prepare reports, documentation, and process manuals. Also, the ability to draft memos, correspondence to internal and/or external customers.
Meets with department supervisors to resolve/discuss problems/issues with meter reading and water billing systems.
Work requires analysis and judgment in accomplishing diversified duties. Work requires the exercise of independent thinking within the limits of policies, standards, and precedents.
The incumbent in this position will have regular contact with others within the organization. These contacts may involve similar work units or departments within the City such as the Water Billing Division and Police which may be involved in decision making or providing approval or decision making authority for purchases or projects. In addition, these incumbents work with individuals outside the City who may belong to professional or peer organizations. Working with various state and federal agencies may also be required of the employee. Vendors and suppliers may also be called upon for information on purchases, supplies or products. Employee must maintain regular attendance.
