Job Summary:
Responsible for overseeing broker activity regarding CITGO imports and exports. Interpret exception reports from FTZ queries and implement controls to prevent import and export error occurrences. Timely reconciliation of all import and export activity with business groups and outsourced data. Collection and evaluation of crude and product supply data for US Customs HMF filing preparation. Research new regulation rulings and analyze applicability to US Customs compliance. Review and update current desktop procedures for business groups in regards to US Customs compliance. Preparation of ad hoc and standardized reports (imports, exports, inventory valuation, etc) for various business groups. Coordinate applicable US Customs compliance training programs for various business groups.

Minimum Qualifications:
College Degree (Bachelors Level).

SAP experience desired.
Accounting experience.

Interpersonal skills.
Foreign Trade Zone experience desired.

Job Duties:
Reconciliation of import and export activities to ensure all transactions are accurately captured and recorded in accordance to Customs and Border Protection regulations. Analyze data to guarantee filing deadlines and contents are strictly adhered to. Proactively assess potential gaps in meeting import and export filing and informational guidelines. Test for accurate classification of crude and product supply.
Develop FTZ queries and analyze result exceptions. Create new data queries to implement proactive controls with FTZ coordinators on identifying import errors and corrections. Manage bond/debond storage record reconciliations.
Timely assemble HMF quarterly report data. Analyze data for reasonableness in preparation of quarterly governmental reports. Review and analyze export data and advise brokers of HMF duty drawback opportunities.
Coordinate and manage current Free Trade Agreements (FTA) matrixes. Update FTA/Duty/Classification website as needed. Secure current certificates of origin from suppliers, forward the documents to supply and product groups and approved brokers where applicable. Analyze proper use of FTA treatment on imports and exports.
Develop broker questionnaire to filter acceptable applicants. Review and recommend broker services. Coordinate broker drawback activities for duties, fees, and HMF refunds. Analyze drawback sharing agreements outlining CITGO’s distribution and recommend and validate allocation options.
Manage U.S. Treasury refunds (duty drawback, HMF, PEA) based on sharing agreements and broker contracts. Identify and recommend opportunities to eliminate or recapture CBP duties and fees by reviewing entry documents for FTA opportunities missed or initiated through filing a Post Entry Adjustment (PEA).
Coordinate business groups and broker services to collect final accounting values for CBP 09 value reconciliations. Review all reconciliation documents prior to filing with CBP for accuracy and timeliness. Manage broker reconciliation activity.
