The DCIS Data Communication and Network Architect Engineer role is chartered with defining and developing the vision, strategy or road map, plans, lifecycle development processes, methods, and training as well as driving the implementation of the rigorous and structured systems engineering approach to the ESBWR’s overall integrated distributed control and information system (DCIS) data communication and networks solution.

Essential Responsibilities
The candidate should have comprehensive and solid knowledge, expertise, and experience in the following areas:
  • Lead initiative and cross-disciplinary team to design, develop, analyze, and deploy architecture, technology stack, topology, and detailed design solutions of industrial supervisory control and data acquisition (SCADA), DCIS data communication, and network systems including equipment [e.g.; bridge, concentrator, data diode, gateway, switch], operating system and protocol selection as well as their integrated implementation, test, monitoring, troubleshooting, disaster recovery, and overall management
  • Define and develop plans, and drive high integrity implementation of requirements identification, definition, elaboration, management, and traceability approach from high through to low levels in the DCIS data communication, and network system architecture
  • Define and develop plans, and drive high integrity implementation of detailed design document hierarchies, schemas, and professionally prepared and written technical deliverables including documents, diagrams/drawings, specifications, analysis/modeling/simulation/test plans and procedures
  • Collaborate with lead system and design engineers to ensure adequate functional and performance margin management as well as robust system integration, data communication and networking, and inter- operability across the diverse DCIS hardware/software technology platforms
  • Collaborate with lead system and design engineers to develop comprehensive test plans for unit, module, single system factory acceptance, multi- system integration factory acceptance, site, construction, pre-operation, and startup and hand-over test programs throughout EPC
  • Lead the design, development, and deployment of the DCIS data communication and network backbone or framework for the Multi- system integration Factory Acceptance Test (MFAT) facility and its integration with both the reactor operator full scope simulator (FSS) and replica main control room (MCR) and remote shutdown system (RSS) facilities
  • Provide cross- functional technical project engineering, coordination, and leadership to obtain and manage staff augmentation contractors and statement of work (SOW) task based consulting services as well as software and hardware components and equipment
  • Be aware of, understand, and operationalize applicable nuclear regulations, industry standards [e.g.; IEEE, IEC, ISA, NERC CIP, NIST, WIB], and company practices related to data communications, networks, and cyber security
  • Understand and apply various network security techniques, technologies, and tools [e.g.; FireMON, Provider-1, Panorama, SourceFire Defense Center]
  • Serve as the data communication and network technologies and application engineering subject matter expert
  • Provides professional and technical mentorship guidance to less experienced team members

    Qualifications/Requirements
  • Bachelor of Science in Computer, Software, Engineering, Information Technology or Information Management
  • Minimum of 5 years of experience with data communication and network equipment application, design, development, analysis, modeling, simulation, test, deployment or field installation, and training
  • Minimum of 3 years of experience using ISA-99 or NIST-800 standards for securing IT data communications and networks or industrial control systems
  • Minimum of 3 years of experience with facility or plant controls, monitoring, and networking in process, power, or marine industry
  • Minimum of 3 years of experience using Visio, including macros, to develop automated diagrams/drawings ELIGIBILITY REQUIREMENTS:
  • Possess one of the following certifications; CCIE, CCNP, or Network Solutions Architect
  • Within 6 months after on-boarding, must be able to pass a background check for a NRC Safe Guards Information (SGI) clearance [e.g.; equivalent to DOD/DOE Secret Clearance]
  • Ability and willingness to relocate to Wilmington, NC

    Desired Characteristics
  • Masters of Science in Engineering, Physics, Chemistry, Mathematics, or Computer Science
  • One or more of the following IT certifications; CISM, CISSP, CCIE, CSP, GIAC, LPT, PCIP, CCNA, CCNP, CITP, SSEC
  • Minimum of 5 years of Cisco Network Solutions Architect, Unified Communications, Security, or Data Center Advanced Technology Solutions - Advanced application and design engineering plus equipment deployment experience
  • Minimum of 3 years of experience with proven ability to lead and work within cross- disciplinary, functional, and company diverse, global design/development teams - Preferably PMI/PMP certified
  • Experience with cyber security industry working groups including regulatory committees
  • Experience with preparing for and participating in compliance assessments or audits related to cyber security, critical infrastructure protection, and nuclear digital assets
  • Familiar with data communication and networking systems architecture, design, and development of large, complex, diverse, and cyber secure industrial or military-aerospace automation or robotics solutions
  • Familiar with plant process control and monitoring systems including design, development, and implementation using modern programmable logic controllers (PLC), digital control systems (DCS), and distributed control and information systems (DCIS), [e.g.; GE Mark-VIe/ControlST, Allen-Bradley, Westinghouse CommonQ, DeltaV, Foxboro I/A, Triconex TRICON, Emerson Ovation, Siemens System7 or Teleperm]
  • Familiar with NRC regulations, nuclear power plant data communications and networks, nuclear integrity, safety, security, and quality assurance culture
  • Familiar with requirements identification, definition, elaboration, and management using commercial off the shelf (COTS) tools [e.g.; DOORS]

  • Six Sigma Green Belt or Black Belt certified [GE Employees Only]
