The agency's Operations Department is currently seeking a Deputy Director, Rail Contracts and Budget to provide oversight and manage multiple highly-complex rail operations, maintenance, and other contracts associated with Caltrain service.

We seek an experienced professional to develop and manage the rail transportation operating and capital budgets, provide support to the Director, Rail Transportation and serve as back-up. In this high profile position, you will interface with rail operations contractor staff and internal peers in Finance, Engineering and Construction, Contracts and Procurement, and other stakeholders. You will hire, manage, and mentor staff, establish goals and objectives, and lead the Rail Transportation Budget and Contracts Management team. You will also direct rail agreement audits and reviews plus monitor the Rail Transportation Department’s annual and long-range operating and capital budgets, including analysis of budget to actuals and year-to-date expenditures.

This hands on position requires you to develop and implement tools and comprehensive policies and procedures to effectively and efficiently manage and administer rail-related contracts consistent with contract terms and District policies and maintain thorough documentation of all contract-related activities. You will analyze & evaluate invoices against budget constraints, be responsible for the processing of work directives and invoices related to rail transportation contracts and provide policy and procedure recommendations, as well as guidance and management oversight for all rail-related contracts.

Qualified candidates should have sufficient education, training and experience to demonstrate the knowledge and ability to successfully perform the essential functions of the position. We seek an individual with a Bachelor’s degree in Business, Public Administration, Finance, Accounting, Economics, or a related field, and sufficient full-time experience managing multiple and highly complex, hundred million dollar contracts and related budgets. Must have experience supervising staff, strong written, oral, and interpersonal communication skills and strong computer skills. Must possess a valid California driver license with a safe driving record.
