LOCATION OF POSITION
This position is located in Baltimore City.
Main Purpose of Job
The main purpose of this job is to procure, in a timely and economic manner, designated commodities used by the various State of Maryland agencies in accordance with established laws, regulations, policies and procedures.
This position will develop specifications which set forth the minimum acceptable characteristics to be purchased through competitive bidding; serve as contract administrator, utilizing various price indexes and market conditions to verify pricing and authorize price adjustments; perform small business procurement audits of State agencies to assure that procurements are in compliance with COMAR Title 21 Regulations and within delegated procurement limits; represent the State and DGS at monthly Cooperative Purchasing Committee and other governmental meetings to discuss and participate in interagency cooperative procurements; and supervise a team of procurement officers in the normal day-to-day responsibilities of the procurement process.
MINIMUM EDUCATION OR GENERAL REQUIREMENTS
Education: A Bachelor’s degree from an accredited college or university.
Experience: Four years of experience in contract management or procurement involving duties such as: soliciting, evaluating, negotiating and awarding contracts or ensuring compliance with procurement laws, regulations and conditions.
1. Candidates may substitute professional or paraprofessional contract management or procurement experience on a year-for-year basis for up to four years of the required education.
2. Candidates may substitute additional graduate education at an accredited college or university at the rate of thirty credit hours for each year of the required experience.
3. Candidates may substitute the following written certifications, obtained through passing an examination for the required education: Certified Purchasing Manager from the National Association of Purchasing Management; Certified Professional Contracts Manager from the National Contract Management Association; Certified Public Purchasing Officer or Certified Professional Public Buyer from the Universal Public Purchasing Certification Council (National Institute of Governmental Purchasing, Inc. or National Association of State Purchasing Officers).
Two years of the required experience must involve the responsibility for assigning, reviewing and approving the work of others.

LICENSES, REGISTRATIONS AND CERTIFICATIONS
Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.
