Main Purpose of Job
The main purpose of this position is to serve as the Director of the Internal Audit Services (IAS) for the Maryland Department of the Environment (MDE). The primary responsibilities of this position are to evaluate current fiscal/management policies and procedures, develop and oversee corrective actions and coordinate senior management in the areas of risk management, quality control, and compliance with Generally Accepted Government Auditing Standards (GAGAS). In addition, this position will represent the State, the Department and IAS as a technical expert on inter-governmental committees, task forces and work groups.
MINIMUM EDUCATION OR GENERAL REQUIREMENTS
Bachelor's degree in Accounting from an accredited college or university or a bachelor's degree from an accredited college or university with 30 credit hours in accounting and related courses, including or supplemented by 3 credit hours in auditing.
Ten years of experience examining, analyzing and interpreting accounting systems, records and reports by applying generally accepted accounting principles. Five of the ten years of required experience must have been direct supervision of audit staff.
DESIRED OR PREFERRED QUALIFICATIONS
It is preferred that the selected candidate have the following:
Master's degree in accounting, economics, finance, public administration, business administration or a related field from an accredited college or university;
Possession of a certificate as a Certified Public Accountant (CPA) or a Certified Internal Auditor (CIA);
Governmental auditing experience.
LICENSES, REGISTRATIONS AND CERTIFICATIONS
Employees in this classification may be assigned duties that require the operation of a motor vehicle. Employees assigned such duties will be required to possess a valid motor vehicle operator's license.
