RECRUITMENT: The State Highway Administration's (SHA) Office of Materials Technology is recruiting for a Deputy Director (DOT Executive IV). This recruitment is open to anyone who meets the preferred qualifications listed below. This position is Executive Service (the incumbent serves at the will of the appointing authority).

SALARY RANGE: Grade 23 ($65,636 - $105,395) CLOSING DATE: February 27, 2013

NATURE OF WORK: This is a technical leadership position with the primary responsibility of providing the overall management and oversight of the material quality services and functions of Office of Materials Technology (OMT) in support of SHA's construction program and maintenance operations. This will be achieved by assisting the Director of OMT in fulfillment of the office's mission to ensure material quality in Maryland. This is an executive level position where the incumbent will be responsible for activities related to asphalt, concrete, soils and aggregate, structural materials, coatings/paints, pavement markings, and overall materials management. The incumbent will supervise five Division Chiefs and be indirectly responsible for the material quality efforts of approximately 120 staff.

A main focus within material quality operations is setting statewide material policies and processes to ensure the successful placement of quality materials on transportation projects. This will be done by allocating appropriate resources (staff, consultant and equipment) for both field and laboratory functions. This position has approval authority to function on behalf of the OMT Director as needed based on workload and/or in the absence of the OMT Director. This position will serve as the liaison for OMT for a wide variety of national, state and local organizations as well as other SHA offices, and will assist the Director in the implementation of office-wide initiatives.


EDUCATION: Possession of a bachelor's degree in Civil Engineering or related materials field from an accredited college or university.

EXPERIENCE: Ten (10) years of experience in Civil Engineering work, five (5) years of which must have been in materials. Four (4) years of this experience must have involved the supervision of employees or in exercising responsibility for program development.

The ideal candidate may have a PE License in materials or Civil Engineering.

SPECIAL REQUIREMENTS: This position must be available and on call 24 hours/7 days a week to assist all management and employees in any capacity that involves the lab and field operations of staff. Possession of a motor vehicle operator's license valid in the state of Maryland with less than four (4) points is required.
