RECRUITMENT: The State Highway Administration's (SHA) Office of Highway Development is recruiting for a Deputy Director (DOT Executive V). This recruitment is open to anyone who meets the preferred qualifications listed below. This position is Executive Service (the incumbent serves at the will of the appointing authority).

SALARY RANGE: Grade 24 ($70,066 - $112,503) CLOSING DATE: February 25, 2013

NATURE OF WORK: The main purpose of this position is to assist the Director of the Office of Highway Development (OHD) in the management, supervision, direction and administration of the work of OHD and to represent the Director, as needed, in these activities. The incumbent responsibilities are directly related to the various fund programs managed within the Office and include the coordination and management of fund programs related to the Innovative Contracting, Highway Design, Community Design, and Highway Hydraulics Divisions and coordination with other offices that rely heavily on OHD to deliver their programs (such as Funds 30, 76 and Fund 87). The position would be specifically responsible for cash flows, schedules, engineering quality control, creation and application of design policy, and addressing production or process issues that cross SHA office boundaries. The position will also have general approval authority within OHD in the absence of the Director.

PREFERRED QUALIFICATIONS:
Possession of a Maryland Professional Engineer license, in the civil engineering option, is required. Evidence of licensure must be presented at the time of appointment. A minimum of eight (8) years of transportation engineering experience is required, of which at least three (3) years of engineering experience must have been in the design of highway related improvement projects. Candidates must demonstrate progressively increased responsibility including project management and management of other licensed engineers. A minimum of four (4) years of experience must have directly involved supervision of the design of highway related improvement projects as a licensed, professional engineer.

The ideal candidate will have proficiency in preparation of cost estimates; proficiency in developing and maintaining design schedules for multiple projects; expert knowledge of AASHTO design policy and guidelines; expert knowledge of Plans, Specifications and Estimates process and FHWA design and funding requirements; expert knowledge of Standards and Specifications for Construction; working knowledge of roles and responsibilities of various divisions required in the advertisement and delivery of highway projects; extensive major transportation project experience; thorough understanding of post advertisement activities including addenda, red line revisions, pre-construction meeting, and partnering; good communication and interpersonal skills.
