The Department of Behavioral Health and Developmental Services is seeking a highly motivated, skilled and experienced individuals to develop and manage a statewide data system to track trends, patterns, issues, incidents and outcomes of services for individuals with mental illness, substance use disorders, developmental disabilities and brain injuries. Will analyze quality improvement processes and outcome measures to assist in identifying complex problems and finding solutions to meet individuals served needs in a more cost effective manner. These positions will collect and analyze data and produce reports in a usuable way that will enable DBHDS to identify trends and successes and will collect and analyze data in numerous core areas to include health, safety, and community integration. These actions provide monitoring to ensure quality and accountability of adequate and appropriate care and treatment to promote the health, safety and welfare of individuals with mental illness, intellectual disability, substance use disorders and developmental disabilities.

Minimum Qualifications
Knowledge of collecting, analyzing, documenting, interpreting and presenting complex data for the appropriate care and treatment of individuals with mental illness, intellectual disabilities, developmental disabilities and substance abuse. Skill in SQL queries, Excel date pivots, Crystal reports, access tables and formulas. Ability to formulate solutions and recommendations based on analyses/evaluations and to communicate verbally and in writing. Ability to extract data from existing data systems, analyze data, develop reports, charts, graphs. Knowledge of Microsoft Project, Access, Excel, and other data tracking and reporting software. Ability to query data elements to obtain data from data systems, import into spreadsheets. Knowledge of data dashboards and the ability to create dashboards from identified outcome measures. Ability to monitor and analyze data collection efforts and work with program and QI staff to improve data reporting. Experience in administrative, management and quality assurance, and performance improvement functions.

Preferred Qualifications
Master's degree in data management, business management and leadership, etc. preferred. An equivalent combination of training and experience indicating possession of the preceding knowledge and abilities may substitute for this education and experience.
