DESCRIPTION

This position is responsible for supporting the mental health Managed Information System (MIS), SQL and PsychConsult software and associated functions including but not limited to knowledge of data dictionary, knowledge of clinical procedures in relation to the MIS system, data submission process, HIPAA batch submissions, maintenance of code crosswalk in the MIS, creation of crystal reports for the Clinical Management Team, and staff training for the PsychConsult software.

DUTIES

A. Perform functions relating to Outpatient Mental Health Program:

1. Attend Regional Support Network (RSN) MIS committee meetings.
2. Attend Clinical Staff & Records Staff meetings as requested.
3. Maintain up-to-date knowledge of the RSN Data Dictionary.
4. Coordinate RSN Data Dictionary changes with Askesis consultant.
5. Provide Askesis consultant access into System via webex to make changes when needed.
6. Document all changes done by consultant.
7. Document all changes made to Psych Consult System.
8. Research and recommend new procedures for data entry that create greater efficiencies and improve staff productivity.
9. Create Custom Crystal Reports for Records Supervisor and Clinical Management Team.
10. Develop training manuals or make revisions as needed.
11. Train clinical and support staff, including new hires, on the usage of PsychConsult and provide re-training as necessary.
12. Participate in any IT or data audits required by the RSN.

B. Complete functions related to clinical records and information systems:

1. Develop working knowledge of clinical procedures and how they relate to the MIS system.
2. Maintain crosswalk in MIS system.
3. Develop working knowledge of HIPAA batch submissions.
4. Ensure data all data is being submitted to the RSN and promptly implement corrective actions if needed to ensure data is being submitted accurately and timely.
5. Closely compare data in MIS to data being sent to identify data discrepancies.
6. Certify and de-certify data transmission to the Regional Support Network and perform corrections on the outstanding errors received from the RSN.
7. Set up specific codes and fee matrixes as needed for funding sources other than standard Agency Fee Matrix.

C. Perform functions related to coding and data entry for Autism services:

1. Insure PsychConsult is set up with the proper codes and fee matrix for the Health Care Authority Contract and/or other third party payors for Autism services.
2. Train staff performing these duties on data entry.

QUALIFICATIONS

The following requirements are those that are normally required for performance of this position. PHYSICAL REQUIREMENTS: This position normally requires the physical demands of sitting, standing, walking, bending, lifting or performing other work requiring low physical exertion, talking, hearing and adequate vision on a regular basis to perform the job requirements. These physical demands are required up to 80% of the time.

NON-PHYSICAL REQUIREMENTS:
1. Education: Technical School certificate required. AA/BA preferred in related IT field. Work experience may substitute for the required degree.

2. Experience: Minimum two years' experience working with relational databases.

3. Special Skills:
  • Excellent attention to detail
  • Ability to develop strong knowledge of clinical procedures
  • Knowledge of RSN Data Dictionary
  • Experience with HIPAA 837P batch submissions
  • Experience with PsychConsult, clinical and database structure
  • Expertise in the development of Crystal Reports
  • SQL 2008
  • Experience documenting data systems
