The Dean is responsible for administering and providing direct and effective leadership in undergraduate and graduate program development, evaluation, staffing, budgeting and resource management to faculty and staff in the departments of Early Childhood, Elementary and Special Education; Middle Grades and Secondary Education; Foundational and graduate Studies in Education; projects and auxiliary services including the Educational Services Unit, Education Unit for Child Care Services, and the Primary 16+ Program. Departmental chairs and select coordinators and directors report directly to the Dean.
Essential Duties and Responsibilities
Participates actively in planning, institutional research and evaluation in support of University-wide programs.
Serves as the chief administrative and academic officer for teacher-certification/accreditation and teacher education with direct liaison duties with appropriate departments and administrative offices.
Provides leadership in recruiting and developing a quality faculty dedicated to teaching, service, applied research and creative expression.
Assists in the development of the budget and is responsible for effective resource management. Supervises the overall operations of the College.
Provides the Provost with an annual review of probationary faculty and staff.
Recommends faculty appointments, rank and salary to the Provost.
Recommends faculty candidates for tenure/non-tenure and promotion/non-promotion in accordance with policies.
Monitors faculty and staff qualifications for employment and assignment, standards for the improvements of advisement, instruction and supervision, teaching loads and faculty evaluation.
Develops goals and objectives in accordance with Kentucky Council on Postsecondary Education and the Board of Regents approved strategic initiatives, themes, and goals.
Serves as chief administrative officer responsible for accreditation of appropriate programs by NCATE and Educational Professional Standards Board.
Supports the institution’s commitment to equal educational opportunity and actively assists in meeting the actions set forth in the University’s affirmative plan.
Participates actively in the evaluation of department chairs, faculty, and other personnel.
Other Duties and Responsibilities
Demonstrates knowledge of and respect for the uniqueness of the various academic disciplines and programs in the COE .
Participates as a member or chair of appropriate COE and University-wide committees and councils.
Represents the COE and MSU in recruiting activities and attends appropriate on and off campus academic and social functions.
Identifies and selects memberships on COE Committees and Councils.
Provides leadership for implementing the Kentucky education reform initiatives.
Provides leadership in meeting the professional and staff development needs of school districts throughout the service region.
Serves as a resource person on education issues and trends at the national, regional, and state levels.
Serves as MSU’s chief representative in matters related to both undergraduate and graduate teacher education (pre-service/in-service education) to various international, national, regional, state and local organizations and agencies.
Serves as chair of the University Standing Teacher Education Council.
Performs other duties as assigned by the Provost.
The Dean of the College of Education reports directly to the Provost. The Dean interacts with faculty, administrators, staff, students, alumni and other constituencies. Reporting directly to the Dean are the chairs of three departments, an associate Dean, select coordinators and directors, and an administrative assistant.
Earned doctorate from a regionally accredited institution. Five years experience in higher education. Credentials to qualify for full professorship. Credentials to qualify as tenured full professor in an appropriate COE department. Understanding of shared governance, academic personnel issues, curricular and budgetary matters. Effective leadership, communication and interpersonal skills. The dean is expected to build consensus, practice shared governance, and value diversity and inclusion.
Additional Desirable Qualifications
Previous experience as tenured faculty member, departmental or division chair and academic dean.
Adequate office facilities, office equipment and support staff are provided. Duties involve regular office hours as well as frequent evening and weekend commitments.
