A. Management/Administrative Operations

1. Develops partnership contracts with foreign schools and universities under which OCC and college level partners will deliver courses and degrees to their students
2. Develops revenue producing contracts with institutions outside the domestic area for the delivery of programs in all areas of language training, student acculturation, Development/Education, and Continuing and Professional Education
3. Develops contracts for OCC to deliver training services for schools and colleges seeking to develop qualified online faculty members, teachers of English as a second language or other training needs
4. Develops and maintains a consistent clientele of non-domestic students in all areas offered by the College
5. Collaborates with the Director of eLearning, CPE Administrators, and the academic school Deans where appropriate
6. Prepares and submits detailed plans for all trips and provides effective follow-up with all potential and real clients identified for the trips
7. Prepares and submits analytical and other reports to the Executive Vice President-Instructional evaluating the effectiveness of the outreach efforts on a regular schedule
8. Collaborates with the Vice President of Academic Affairs, the appropriate academic school administrators and the appropriate committees to develop and implement an annual professional development program for affected faculty
9. Establishes and maintains relationships essential to various Global Outreach Initiatives of the College
10. Supervises the Center for Peace, Genocide and Holocaust Studies
11. Establishes and supervises the Institute for Middle East Studies
12. Establishes and supervises all delivery of contract courses and services to specialized clientele groups
13. Maintains appropriate competency in contemporary computer technology
14. Performs other duties as assigned (M.E.)

B. Financial Accountability
1. Prepares and manages budgets for Instructional Outreach, language institutes, Institute for Middle Eastern Studies and the Center for Peace, Genocide and Holocaust Studies
2. Manages the ESL Institute budget with the objective of self-sustainability
3. Develop and/or recommend all relevant fee schedules

C. Public Relations/Communications 1. Represents the College and State at conferences, symposia, and other meetings as directed by the Executive Vice President, Instructional
2. Coordinates relevant publications
3. Communicates to faculty and students regarding the availability of services

Required Qualifications:
A. Master’s degree in an academic discipline associated with one of the four academic schools
B. Five years’ experience in international education
C. Prior knowledge and experience with academic program requirements
D. Three years’ experience in the development and teaching of distance learning courses
E. Two years’ of experience interacting with international organizations and/or the United States Department of the State
F. Demonstrated and successful experience working directly with other cultures including sensitivity to cultural customs and differences
G. Fluency in global studies related to language other than English
H. ESL experience which includes administrative, teaching program creation and assessment activities
I. Experience in budget development and management

Preferred Qualifications:
A. Doctorate
B. Ability to become familiar with the CPE Program at Ocean County College

Hours of Work:
The Dean of Instructional Outreach will be employed on a twelve-month basis, working a minimum of 35 hours per week, normally working Monday through Friday. Compensation and benefits shall be in accordance with the Handbook for Non-Affiliated Administrators and pertinent Board of Trustees policies. Regular, prompt attendance shall be considered an essential job responsibility.
