The chair is directly responsible for the administration of programs in his or her academic department in concert with the departmental faculty and under the supervision of the Dean of the College. The role of the department chair at Morehead State University includes being first in the administrative chain of command between the faculty and Dean regarding the duties and responsibilities listed and defined below.

Responsibilities: Oversees departmental governance; communicates the vision, mission and perspective of the institution to faculty, staff, students and other constituents and the needs and strategic directions of the department to the College Dean, Provost as well as other constituents; administers budget and manages resources; recruits and selects faculty; coordinates faculty workloads and develops course schedules; evaluates faculty and staff performance; assumes a major role in student recruitment and retention; promotes a positive work environment to include faculty participation in decision making, respect for academic freedom, and positive interpersonal relationships with and between faculty and staff within the department and the campus community; and demonstrates support and commitment to equal opportunity and affirmative action.
Qualifications: Doctoral degree from an accredited university with a specialty in one of the teaching areas represented within the department; distinguished record of scholarship and teaching that merits appointment as a tenured full professor in an area represented within the college; administrative experience in an academic unit; excellent interpersonal and communication skills; experience teaching and evaluating a variety of instructional delivery models including face-to-face, hybrid, and fully online; demonstrated commitment to educational and cultural needs of diverse populations; and experience with externally funded projects.
Desired Qualifications: Demonstrated commitment to and success in a shared governance model; success with interdisciplinary research, teaching and outreach activities; success in program evaluation, revision, development, and implementation; experience in an accreditation process; experience teaching, administering, or providing extensive consultation in the PreK–12 setting; success as a principal investigator or co-investigator on a federally funded project; and experience working with students including advising, teaching, and mentoring.

Essential Duties and Responsibilities
In keeping with the philosophy of shared governance, departmental faculty input shall be considered in chairs’ decisions concerning the areas listed under these duties and responsibilities.
The chair is responsible for:
o Conducts departmental meetings and ensures for effective communication
o Establishes departmental committees and uses committees effectively
o Assigns unit coordinators if appropriate
o Develops, implements and evaluates long-range department programs, plans and goals
o Develops, implements and evaluates service offerings the department provides to the university, community and state
o Leads the department through accreditation and evaluation processes
o Serves as an advocate for the department
o Encourages faculty to communicate ideas for improving the department as part of the strategic planning process
o Maintains essential department records
o Effectively communicates the vision, mission and perspective of the institution to faculty, staff , students and other constituents as appropriate
o Effectively communicates the needs and strategic directions of the department to the College Dean, Provost and other constituents as appropriate
o Ensures that accurate and current information about departmental programs is available on the website
Budget and Resource Management
o Administers the department budget
o Recommends budget allocations
o Ensures effective us of all departmental resources including facilities and equipment Encourages faculty to submit proposals for grants and contracts
o Seeks outside funding to support the department and university strategic plans
o Sets priorities for the use of travel funds
o Prepares annual reports seeking input/feedback from faculty and staff as appropriate
Faculty and Staff.
o Recruits and selects faculty members including the selection of a search committee, initiation of search procedures, identification of a pool of well-qualified/diverse applicants, and recommendation of candidates
o Promotes affirmative action
o Responsible for the evaluation of individual faculty and staff as well as ensuring that each faculty develop and pursue a professional development plan and that all components of a personnel evaluation procedure are followed.
o Encourages faculty and student involvement in appropriate research, scholarly activities, and creative productions as well as encouraging participation in professional societies and organizations
o Fosters the development of each faculty member’s special talents and interests
o Encourages faculty and student involvement in activities that are of service to the university, region, state, and nation
o Evaluates faculty and staff performance
o Assumes a major role in maintaining academic standards
o Fosters excellent teaching in the department
o Prepares class schedules
o Assigns faculty responsibilities including teaching, research, service considering the needs of the department and the needs of the university (i.e regional campus instruction, general education, Honors, interdisciplinary programs)
o Provides leadership that ensures periodic curriculum review and development to assure instructional effectiveness and currency of programs
o Assures that the department follows the plan for the assessment of student learning outcomes and makes effective use of the results
o Monitors progress on institutionally identified data points to support the quality of the instructional programs.
Student Recruitment and Retention
o Oversees departmental student recruiting activities in conjunction with the Office of Enrollment Services
o Assumes a major role in student advising regarding academic or other matters in conjunction with faculty and professional advisors and the Office of Retention
o Assures faculty and staff participation in recruitment and retention efforts identified as part of the university-wide strategic plan
o Represents the College and University in recruiting efforts and attends various academic and social functions both on and off campus
o Advises and counsels students
Quality of Work Life
o Responsible for assuming a major role in the promotion of a positive work environment to include faculty participation in decision making, respect for academic freedom, and positive interpersonal relationships with and between faculty and staff within the department and the campus community

The chair reports directly to the appropriate college dean. This position interacts with faculty, administrators, staff, students, alumni, and other University constituencies.
Evaluation of Chair. The department chair shall be evaluated yearly by all departmental faculty in conjunction with the College Dean, according to established procedures.
Term of Service for Chair. The appointment as Department Chair is subject to the right and authority of the President and Board of Regents of Morehead State University to reassign or transfer the appointee, and/or change or modify duties, services, functions or title during the period of the contract.
