This position will serve as a Departmental Purchasing Agent II with large scale purchasing responsibilities for DENR customers in the environmental, natural resources and administrative divisions. Major focus of this position is the processing of contracts, grants and some commodities ( including IT related ) in a timely manner while insuring full compliance with applicable purchasing laws, administrative code, purchasing rules/policies. An example of the types of contracts processed would include but not be limited to janitorial services contracts, IT related services, lab analysis for various programs, medical monitoring contracts for NC Zoological Park and NC Aquariums, various grants awards to nonprofits and municipalities and contracts for research work with constituent members of the UNC system. Position is responsible for technical review of customer requests, including the scope of work for needed contractual services, review of product specifications for commodities, review of bid awards for customer evaluation and other needed client support. Position requires extensive contact with the vendor community and state oversight agencies such as the Department of Administration’s Division of Purchase and Contract on a frequent basis. Position will conduct both pre-proposal conferences/site visits as required.

Knowledge, Skills and Abilities / Competencies:

  • Knowledge of large scale procurement methods, policies, and procedures.
  • Must be proficient in complex large scale purchasing to include commodities and services and performing report generation and data analysis on these procurements.
  • Experience in the development and execution of Invitation for Bids, Request for Quotations, Contract Amendments, and other contract documents.
  • Must have knowledge and ability to review requisitions, issue purchase orders and determine an appropriate supply source
  • Must be familiar in reviewing and assuring that all specifications/requirements are fully documented and understood. Experience in conducting meetings, bid openings, site visits and bid conferences.
  • Must possess outstanding written and verbal communication skills. Working Knowledge of Microsoft Applications (Word, Excel and power point). Working Knowledge of using an automated, electronic procurement system.

    Minimum Education and Experience Requirements:

    Minimum Education and Experience -Graduation from a four-year college or university and two years of experience in large scale purchasing; or high school and-five years of experience in large scale purchasing; or an equivalent combination of education and experience.
