This position will serve as the Deputy Chief Information Officer (DCIO) for the Department of Revenue (DOR) and report directly to the Chief Information Officer (CIO). DCIO will assist in the development and execution of the IT strategy. DCIO will be responsible for all of the daily operations, ensuring that application enhancements and modifications are completed on time, the infrastructure and operations systems function per performance targets, user issues are handled within service levels and the daily technology needs of the agency’s business divisions are satisfied efficiently meeting established metrics for services. Candidate will ensure all applications and infrastructure environments are in compliance with State, Federal, and agency standards, practices, and policies; ensuring introduction of new technology services are measurably cost efficient and effective; and assisting with IT process improvements, budgeting, and IT performance metrics.
Knowledge, Skills and Abilities / Competencies:
Candidates must have broad experience in management of both applications and infrastructure operations; demonstrated knowledge of IEEE system development standards, industry standard project management techniques and system development life cycle methodologies; experience in development, implementation, and maintenance of applications in multiple hardware and software environments; experience in the design, implementation and support of multi-faceted hardware and network infrastructure operations environment; experience in the establishment of IT standards and procedures; and experience in identifying, making, and implementing recommendations for short/long term improvements in IT environment. Candidate must have experience managing multiple and highly complex IT strategic initiatives simultaneously; experience managing IT budgets; and experience developing and implementing IT strategic plans and performance metrics.
Minimum Education and Experience Requirements:
Graduation from a four-year college or university with a degree in information technology, engineering, telecommunications, computer science, or a field closely related to the nature of the position and six years of progressive experience in the field of information technology which has included some supervisory or management experience in the field of work related to the position's role may be substituted on a year-for-year basis. One year of additional experience is generally required to progress beyond the minimum level.
Management Preferences: Candidates with ITIL certification, experience managing UNIX AIX environments using Oracle/DB2 databases, knowledge and experience of Service Management, Enterprise Architecture, IT vendor management and procurement, and working with executive leadership.
The NC Department of Revenue has a career banding compensation plan which encourages and rewards competency development. Recruitment for this postion will target the advanced level of the IT Director class. Salary range will be commensurate with the applicant's competencies as well as budget, equity and labor market conditions. For recruitment purposes, this position is considered to be equivalent to salary grade 86.
