The Deputy Director of the Jet Propulsion Laboratory is appointed by the Vice President/ Director of JPL in consultation with Caltech’s President and the NASA Administrator. Reporting to the JPL Director, the Deputy Director of JPL serves as the Lab’s chief operating officer. The Deputy Director is a member of the JPL Executive Council (EC).

Specific responsibilities include:

*Operational management of JPL (implementation of programs, projects, tasks and administrative activities)
*Oversight of institutional activities including acquisitions, personnel and facilities
*JPL strategic institutional planning and initiatives
*Serving as the JPL representative to the NASA Management Office (NMO)
*When appropriate, serving as the alternate for the Director


As the chief operating officer of JPL, the Deputy Director of the Jet Propulsion Laboratory has responsibility and oversight for:

Planning and implementing strategic institutional initiatives such as:
*Chairing bi-weekly Executive Council meeting
*Providing leadership for development of long range (strategic) institutional plans
*Overseeing process management
*Maintaining liaison with functional counterparts at NASA and Caltech
*Initiating organization studies, when required
*Overseeing top level management processes

Programmatic oversight:
*Chairing all Center Project Management Reviews
*Oversight of launch activities
*Chairing the Acquisition Strategy Review Board for major JPL subcontracts
*Overseeing all the JPL Special Staff Offices such as: Export Compliance; Human Resources; Chief Information Office; Enterprise Planning; Legislative Affairs; Ethics

Institutional Processes and Operations Review:
*Overseeing administrative organization and processes
*Responsibility for Emergency Preparedness
*Reviewing and approving major procurement actions
*Reviewing and approving remote assignments (IPAs)
*Ensuring adherence to the Export Compliance Program
*Human Resources Oversight
*Reviewing all grievance and legal actions
*Overseeing the Laboratory’s Affirmative Action Program
*Overseeing the Laboratory’s Ethics Program
*Overseeing the Laboratory’s Diversity and Inclusion Initiatives and Activities
*Participating in staff development and performance review
*Evaluating senior manager performance and overseeing succession planning

External affairs activity:
*Overseeing Legislative relations


*10 years leadership experience in a mission/project focused environment
*Proven leadership of a large research and development operation
*A track record of achievement in the management of technical organizations
*Close familiarity with satellite launch activities
*Good knowledge of the Federal Acquisition Regulations
*Successful leadership in team building and change management
*Accomplishment and integrity that will command the respect of JPL personnel, NASA management, and Caltech Institutional leadership
*Success interacting with NASA enterprise and functional managers and resident office
*Skills to identify attract and motivate top talent
*Skilled in human relations and organizational dynamics
*Rigorous ethical standards


*Military, NASA, Defense Intelligence, and international collaboration experience
*A clear understanding of JPL’s mission and a commitment to doing whatever it takes to accomplish that mission
*A talent for designing, integrating and managing the administrative and technical processes by which JPL work is accomplished
