General Summary :
Under the direction of the executive director, responsible for financial matters affecting STRS including accounting, reporting, and administrative operations of the Finance Department.
Principal Duties and Responsibilities :
Oversee and direct the work of associates in the Finance Department.
Supervise and control the compilation and maintenance of STRS records. Establish adequate internal controls, proper classification of investment transactions, and accountability of fixed assets. Prepare financial statements and other reports as requested. Coordinate annual audit of financial statements.
Advise management and Retirement Board regarding financial matters including accounting standards, investments, tax requirements, audit planning, and reporting to oversight authorities.
Maintain the STRS Ohio Associate Travel Policy and advise Retirement Board of its status on an annual basis.
Participate in the regular meetings of deputy executive directors and senior staff of the executive director.
Establish and maintain procedures for employer reporting to STRS. Notify employers of requirements, policies, and procedures. Review employer reports for errors or irregularities; follow‑up as necessary.
Establish and maintain communications program with employers of STRS members including reporting manual, newsletters, bulletins, reporting workshops, toll-free telephone service and Internet web site. Assign employer advisors to communicate directlywith employer representatives
Assist in the review of policies and administrative procedures related to member benefits for statutory compliance, funding implications, and uniform application.
Act as liaison between STRS and consulting actuary. Review drafts of annual actuarial valuation and other reports for consistency with STRS records and historical experience.
Prepare and monitor administrative operating and capital budgets on a fiscal year basis. Review invoices for proper authorization and compliance with administrative budgets. Report comparisons of actual expenditures to budgeted amounts monthly.
Oversee operations in Administrative Services and Building Services.
Act as staff advisor for Retirement Board Audit and Final Average Salary committees. Prepare agendas and other necessary materials. Respond to Board Member requests for information. Prepare materials for other Retirement Board and committee meetings as requested.
Make periodic presentations to Retirement Board,associates, advocacy groups and others as requested.
Knowledge, Skills, and Abilities :
Bachelor's degree in accounting or finance with advanced professional designation; i.e., certified public accountant, certified management accountant. Master's degree in business or accounting preferred.
Minimum of ten years experience in accounting or finance, including supervision of professional and clerical staff.
Superior analytical skills.
Superior oral and written communication skills to deal effectively and courteously with internal and external contacts.
Excellent work record of attendance and punctuality; occasional evening, weekend and non-regular work hours required.
