Directs, plans, organizes and guides all labor relations programs, policies, and procedures.
Relies on extensive experience and judgment to plan and accomplish goals.
Develops effective proactive education programs for system departments and conducts related meetings as needed. Ensures timely response to inquiries from regulatory labor relations entities. Establishes and maintains satisfactory labor-management relationships at all levels within the organization. Interprets the collective bargaining agreements, administers grievance procedures including arbitrations. Coach and counsel all levels of management on labor related matters. Conducts investigations regarding employee matters. Ensures fair treatment and a satisfactory employment experience by providing advisory services to management on interpretation and consistent application of company policies, procedures, and practices, and collective bargaining agreements. Ensures that all policies and procedures (Federal, State, Labor Laws, and Regulations) are met with contract compliance. Reviews, coordinates and implements labor related changes in programs, systems, policy and/or procedure, as necessary, to maintain competitive position while remaining contract compliant. Keeps abreast of developments in Labor and Employment Law and conducts research on topics of interest in meeting organization objectives.
Qualifications: Requires a bachelor's degree in Human Resources, Industrial Relations, Business or a related field.
An advance degree preferred. A minimum of 5 years of experience in labor relations required. Demonstrates expertise in a variety of the field's such as Human Resource Management, knowledge of the National Labor Relations Act and Equal Employment Opportunity / Affirmative Action Laws.
Strong organizational, analytical, communications (verbal and written) skills and the ability to handle complex and emotional issues.
Leads and directs the work of others. A wide degree of creativity and latitude is expected.
