The NYS Bureau of Tobacco Control (BTC) is a national leader in the practice and science of tobacco use prevention and control, utilizing a multi-level population-based and policy-driven approach. The Director will manage an annual budget of approximately $42 million in State funds and a $1.9 million/year CDC cooperative agreement. The incumbent will be responsible for implementing effective science-based tobacco control interventions, and provide leadership, guidance and direction to the bureau, including the development, implementation, evaluation and dissemination of effective tobacco control and public health interventions; execute the bureau’s strategic plan; and ensure that strategies and actions are in place to achieve bureau and Departmental tobacco goals utilizing a multi-level population-based and policy- driven approach. The bureau consists of approximately 20 staff, and 70 state and local contractors. The Director will develop policy recommendations; work to establish best practices; oversee and direct program evaluation efforts; and provide open and consistent communication to the bureau’s staff and contractors regarding bureau goals, objectives, policies, and procedures. The Director will collaborate with other areas of the Department to advance tobacco control activities; serve as a liaison to state, local, and national groups engaged in tobacco control activities; and represent the Department on tobacco-related work groups, task forces and consortia. The Director will work with staff to ensure that internal and contracted research and evaluation activities follow rigorous scientific methodologies and that evaluation objectives and activities are clear and performed in a sound manner. The Director will respond to legislative inquiries, prepare legal affidavits, facilitate bureau audits and make public appearances and presentations as needed. Other related duties as assigned.

Minimum Qualifications: Bachelor’s degree and least six years of experience developing, implementing and/or evaluating policy, systems and/or interventions that improve public health. Experience must include at least four years of program management and/or supervisory experience. A Master’s degree in a relevant field may substitute for one year of the non- supervisory/non-managerial experience. Preferred Qualifications: Experience in tobacco control or other chronic disease/public health programs, epidemiology, sociology, or public policy and experience developing, implementing and evaluating population-based strategies. Doctorate degree preferred. Expertise in MS Word, Excel and Power Point.
