The Director of Capital Finance manages the day-to-day operations of the capital asset component of the Department of Aviation including the review and reconciliation of the Project and Grants module within Oracle. Works closely with Department of Finance and senior staff at DOA on bond issuances and overall debt management. Manages all capital components related to the PFC program. Oversees and ensures proper accounting treatment for grant related activity for DOA. Assists in all areas of accounting in preparation/approval of journal entries, capital/debt schedules, and cash flow schedules.

This position requires a high level of strategic and operations management and reports to a top Department executive or a Department deputy. Position manages a primary function of the department and recommends operating policy and procedure subject to department executive approval. This level would be expected to manage a varied array of professionals.
Supervision Received
Direction received is very general and focuses on strategic objectives and is typically collaborative in nature. This is a policy-making level of management and would be considered "upper middle" management.

Designs operational procedures and processes that meet audit standards and improve efficiency.

Ensures the accurate compilation, analysis, and reporting of accounting data, and ensures integration of data produced into systems.

Participates in annual audits and special projects.

Works with external consultants and auditors to provide required information and ensure the efficient operation of the function.

Provides direction to a group of professionals engaged in multiple activities related to the area of leadership responsibility; establishes operating policies; provides management coaching and guidance; builds relationships across department and City organizations.

Selects, develops and evaluates personnel to ensure efficient operation of the function and plans for the long-term talent needs of the organization; identifies, coaches, and mentors employees for future positions.

Decision Making
May make purchasing or resource allocation decisions within organization guidelines. Applies organizational policies. May interpret organizational policies and recommend exceptions.
Leadership Provided
Has formal supervisory authority over group of managers to include discipline, performance management, scheduling, training, etc.

Typical Qualifications:

Knowledge, Skills & Abilities
Extensive knowledge of general accounting theory and principals and GAAP.
Strong knowledge of City structure and systems.
Strong leadership skills.
Strong Microsoft Office, accounting software and database skills.
Excellent planning, organization and presentation skills.
Ability to analyze situations or data requiring an in depth knowledge of selecting methods, techniques and evaluation criteria for obtaining results.
Minimum Qualifications – Education and Experience
Bachelor’s degree in accounting, finance or related field (Equivalent professional experience may be considered for substitution for the required degree on an exception basis).
8-10 years of accounting experience and demonstrated management experience.
Licensures and Certifications
None required. Licensed CPAs will be strongly considered.
