The Department of Behavioral Health and Developmental Services is seeking a highly skilled self-motivated, creative and analytical professional to provide leadership, direction and management of community service board (CSB) funding, federal grants, and special projects in accordance with state and federal guidelines and regulations. The Director of Fiscal and Grants Management provides training, consultation, and technical assistance to Central Office, facility and CSB staff and interprets and explains accounting policy and procedures. This position provides management and direction for the recording of all financial transactions including payroll, accounts payable, grant funding, and the reporting of local, and federal funds, and monitors cash balances. Prepares reconciliations and fluctuation analyses. Provides excellent customer service in multiple formats. Develops complex financial policies and procedures.

Minimum Qualifications
Substantial experience managing the financial activities of a multi-million dollar business with public sector environment preferred. Demonstrated skills in providing direction and leadership to senior and entry-level staff. Considerable knowledge of management and supervisory principles and the ability to supervise and direct staff in the timely and accurate accomplishment of varied duties and priorities. Ability to work effectively with agency management, program staff, state agencies, auditors, and other individuals. Ability to manage and motivate people both as individuals and in teams. Ability to work as part of a team to meet agency mission and objectives. Considerable knowledge and ability to apply the principles of GAAP, fund accounting, governmental financial management, analysis of complex financial data and transactions, and financial reporting in a government environment. Considerable knowledge of public sector fiscal policies and procedures for accounting, and reporting. Extensive knowledge and experience in managing federal grants and grant related rules and regulations. Demonstrated ability to apply and adapt established accounting methods to a variety of financial transactions and reports. Demonstrated ability to interpret complex policies and make good sound decisions. Knowledge of the business lines managed by the Department of Behavioral Health and Developmental Services. Demonstrated ability to independently establish, maintain, evaluate, and improve financial processes, systems, and internal controls. Ability to cope with critical deadlines, multiple assignments, changing priorities, maximize performance and productivity, and insure timeliness and quality of completed assignments. Demonstrated ability to research, assemble, analyze, reconcile and evaluate data and prepare financial reports and statements involving complex financial data. Detailed oriented with strong organizational and professional communication skills, both orally and in writing. Knowledge of trends in technology and the ability to apply technology to analyses and problem solving and to achieve efficiencies and improved customer service through automation.

Preferred Qualifications
B.S. in Accounting, Finance or related field, advance degree preferred. CPA, CMA or CGFM preferred.
