Business Analyst - Government Programs (Director Level)

Description:
The Director, Government Programs Business Analysis has expertise in the healthcare industry, IT services, and client business needs to analyze and determine key government programs initiatives. Analyze market information and determine new business opportunities, formulate business solutions, create and present business cases and define requirements for technical, sales and market development teams. Manages expectations of internal and external clients.

Primary duties and responsibilities include:
Assesses state and regional markets from a government programs perspective.

Determine regional payer health care trends related to government programs and implications of both federal and state law/regulations with respect to the impact on government programs business

Assist in formulating market specific business approaches for government programs that result from the market analysis

Support partnership and acquisition assessments by identifying and qualifying candidates and their capabilities.

Develop and/or support the development of business cases and financial pro-formas to support the recommended approach

Gather and analyze business requirements and define them for technical teams. Lead meetings, functional reviews, quality inspections, and training sessions.

Provide project status updates and appropriately escalate issues.

Implements processes, standards and procedures.

Drives projects to completion within time and budget in a matrixed resource environment.

Multitask among several projects and project phases.

Experience: Minimum of 5 or more years related work experience.

Strong mathematical and financial forecasting skills

Strong communication and reporting capabilities

Strong research skills

Technical aptitude, analytical, problem solving and data analysis skills

Specialized industry knowledge, with particular emphasis on payer government programs (Medicare, Medicaid, Dual Eligibles).

Expertise in TriZetto Products and Services a plus.

Computer Skills:
Good knowledge of Microsoft Word

Good knowledge of Microsoft PowerPoint

Good knowledge of Microsoft Excel

Good knowledge of Microsoft Outlook

Expertise in TriZetto Product Suite

Good knowledge of Cap IQ
