The Human Resources Director is responsible for oversight of the Human Resources Department of Arbour Counseling Services and Arbour SeniorCare which .

This position is also responsible for:
  • C oordinating the administration of employee benefit plans, and ensures ongoing communication with employees about benefits; ensures all benefit-eligible employees receive enrollment information in a timely manner; communicates benefit information to Corporate and outside vendors in a timely manner.
  • Ensuring the HRIS system is regularly maintained; able to competently enter information and make changes; is competent in Lawson data entry and retrieval.
  • Developing, implementing and managing the Performance Evaluation Management program; develops, implements and manages the Competency Assessment program; ensures compliance is timely; trains supervisors as needed.
  • Developing, revising and implementing HR policies specific to Hospital and consistent with UHS Corporate, State, Federal and Regulatory requirements.
  • Ensuring compliance with JCAHO, CARF, State, Federal and other regulatory agencies; provides compliance information as needed to appropriate sources; serves as EEO Officer, sends EEO-1 data to Corporate.
  • Working with managers to minimize unemployment claims; ensures Policy is followed regarding reporting and following separations; attends all hearings.
  • Ensuring Worker’s Compensation compliance with Corporate policy, including preparing monthly report; monitors claims in conjunction with Loss control Coordinator and managers.
  • Maintaining salary administration program to ensure internal and external equity; provides guidance to managers and administration; ensures compliance with FLSA standards.
  • Maintaining HR files consistent with State, Federal and other Regulatory Agencies; ensures all clinical positions are in compliance with hospital budget.
  • Providing effective communications with employees; establishes and maintains employee recognition program; ensures internal problem-solving procedure is implemented in a fair and impartial manner; holds managers accountable for employees’ problematic issues; advocates for employee with consideration for management concerns; coordinates employee events to improve employee morale; coordinates annual Employee Opinion Survey.
  • Ensuring all new employees receive initial orientation; develops and distributes new employee orientation packages.
  • Developing and facilitating annual Recruitment/Retention Plan for Hospital; develops and places ads; attends job fairs; plans open houses; conducts interviews; acts as resource in the recruitment process for all managers; sends employment offer letters; ensures reference checks are conducted.


Qualifications/Experience · BA in Human Resources Management or related field, MA preferred · Required Experience: Minimum of 3 years Human Resource management experience, preferably in a healthcare setting.
· Formal training and/or proficiency in word processing, Microsoft Office programs and other office equipment. Familiarity with LAWSON desirable.
· Possess excellent verbal and written communication skills. Diplomacy and discretion are essential, as well as excellent organizational skills and the ability to prioritize multiple projects. Professional demeanor and appearance. Adherence to confidentiality guidelines is required.
Supervisory Responsibilities

· Ensures the continual growth of the Program through effective selection and development of administrative/office staff
  • Plans and executes work systematically, and with established priorities for greater efficiency as well as efficiently utilizing administrative personnel, equipment and staff to meet cost and quality standards.
