This is a Senior Executive Service (SES) position in EPA Region 10, Office of Ecosystems, Tribal and Public Affairs, located in Seattle, Washington.
The Director of the Office of Ecosystems, Tribal and Public Affairs provides leadership for the Region's Ecosystems and Communities Programs including work related to the National Environmental Policy Act (NEPA); Clean Air Act Section 309 reviews; Indian General Assistance Program and tribal Clean Water Act grants; Clean Water Act Section 404/Wetlands; Ocean Disposal; National Estuary Program; Watershed Initiatives; Environmental Justice; Environmental Education; Children's Health; International and Community Involvement and Outreach activities for all Regional programs.
Serves as a member of the Region 10 Executive Team and is a key advisor to the Regional and Deputy Regional Administrators in matters pertaining to ETPA Director accomplishes or directs the review, development, and execution of new or modified rules, regulations, policies, and programs. Carries out responsibilities in partnership with states and tribes; provides technical and financial assistance to states and tribes to meet commitments and strategic goals; and obtains environmental results by collaborating with federal agencies, states, tribes and other partners. Directs the actions involved in organizing the Office and in establishing procedures for carrying out the programs. Directs the completion of assigned projects; establishing priorities and changing programs emphasis as needed. Directs program coordination with internal and external organizations; determines or recommends the compromises to be made and maintains effective relations with all interested groups. Ensures effective organizational planning; budgeting; extramural resource management; and financial accountability. Evaluates and measures the work of the Office to ensure effectiveness. Directs the day-to-day operations of the programs; interprets rules and regulations, and provides review of plans, actions, and projects proposed by states, tribes and localities. Performs the full range of supervisory duties associated with supervising a large group of EPA employees organized into appropriate work units.

1. Program Planning: Accomplishes or directs the planning and other related staff work involved in the review, development and execution of new or modified rules, regulations, standards, policies, practices, projects, and programs for the
Regional Ecosystems, Tribal and Public Affairs Programs and other assigned programs.
2. Program Organization: Accomplished or directs the actions involved in organizing the program. Receives input from resources, planning and staff and determines the allocation and utilization of resources (i.e., primarily staff power and money) required to accomplish the program within the parameters established by legislation and Agency policy.
3. Program Direction: Accomplishes or directs the actions involved in completing assigned projects, reducing work, establishing priorities, and changing program emphasis. Explains Regional ETPA program policies to unit managers and others.
4. Program Coordination: Accomplishes or directs the actions involve3d in coordinating the program with internal and external organization, determining or recommending the compromises to be made, and maintaining effective relations with interest groups.
5. Program Control: Accomplishes or directs the actions involved in evaluating the work of the program. Establishes or directs and monitors the establishment of controls to review the accomplishment of the Regional ETPA program.
6. Program Forecasting: Accomplishes or directs the actions involved in determining the effect on the Regional ETPA programs of proposed or enacted Federal or State legislation, new or proposed program requirements, new or improved technology, emergency situations, court decision, and the like.
7. Program Operations: Accomplishes or directs the day-to-day operations of the program, such as interpreting rules, regulations, policies, and standards to the states and localities that make up the region; providing review; both formally and informally, of plans, actions, projects, programs, standards, etc.
8. Program Management: Supervises a large group of EPA employees organized into units headed by unit managers. Plans for staff development, including assessment of training needs, and performs supervisory duties involving the establishment and filling of positions, the promotion and assignment of personnel, the provisions of employee relations services, the taking of disciplinary and other actions, and the administration of personnel management and equal employment opportunity programs.
You must have one year of specialized experience at a level close to the work of this job that has given you the particular knowledge, skills, and abilities required to successfully perform. Typically we could find this experience in work within this field or a field that is closely related. As a basic requirement for entry into the SES, applicants must provide evidence of progressively responsible leadership experience that is indicative of senior level management capability and directly related to the skills and abilities outlined under the Technical Qualifications and Executive Core Qualifications listed below. You will be evaluated on the following Executive Core Qualifications. Please provide a narrative not to exceed two pages per ECQ and not more than 10 pages.
ES-0340 series : You must have substantive general experience which provides knowledge of the principles of organization, management, and administration; and substantive (operating, administrative, or managerial) experience in a type of work, or a combination of functions directly related to this position.

TQ1. TQ4. Demonstrated advanced oral and written communication skills, and experience effectively conveying and presenting complex and detailed information of a technical and/or policy nature to colleagues, peers, senior management and policy officials, and senior representatives of other institutions, agencies, governments or organizations.
