This position is located in the Office of the Assistant Secretary for Community Planning and Development. The incumbent serves as the Director, Office of Special Needs Assistance Programs. The Office advises the Assistant Secretary on all aspects of homeless assistance activities within CPD and provides the linkage with other Departmental units and other governmental agencies concerned with homeless assistance. The Office develops, promulgates, monitors, and coordinates policies, procedures, standards, regulations, reports, and advisory materials, which aid in the implementation of the Stewart B. McKinney Homelessness Assistance Act.

The Director, Office of Special Needs Assistance Programs is responsible for developing, recommending, promulgating and coordinating all policy for the Department’s various Special Needs Assistance programs, including Title IV and Title V of the Stewart B. McKinney Homeless Act; as well as the Department’s Recovery Act program for homeless persons, which include the development and deployment of program rules and regulations and reporting requirements. In addition, the incumbent is responsible for data collection and analysis on homelessness for the federal government and tracking of performance for HUD’s internal goals and the United States Interagency Council on Homelessness (USICH) Federal Strategic Plan. The Director is responsible for providing analytical support and policy guidance to the Deputy Assistant Secretary regarding the causes of homelessness and the potential of the programs to ameliorate the problem. The incumbent is responsible for maintaining communication with homeless assistance providers, local and State governments that administer HUD’s homeless program or programs of their own and conducting analysis and review studies to assess the effectiveness of the programs and causes relationships of homelessness to poverty and welfare programs.

1. Knowledge of the issues relating to homelessness and the economic and social factors contributing to homelessness.

2. Ability to develop and implement new/innovative social programs, especially homeless assistance programs, and the related policies and procedures, notices and regulations.

3. Experience in managing the work and staff involved in the competitive review and award of Federal grant program applications, and in monitoring/evaluating the effectiveness and efficiency of these programs.

4. Ability to provide high-level officials at the Federal, state and local government levels and local nonprofit housing providers with informed and accurate and timely guidance and advice on a broad range of programmatic, policy and/or legislative issues/matters related to social programs and/or homeless assistance programs.

The following applicants may omit the five mandatory executive core qualifications, but should address the above Technical Qualifications factors: Those who are currently serving under Senior Executive Service (SES) career appointments or are eligible for reinstatement to the SES, and those who have successfully completed an SES candidate development program approved by the Office of Personnel Management (OPM). Reinstatement eligibles should include a copy of their Standard Form 50 (Notification of Personnel Action) documenting their career appointment to the SES. Graduates of OPM approved candidate development programs should provide proof of their OPM Qualifications Review Board certification. If found qualified, these applicants will be referred noncompetitively for consideration.

Introduction: The ECQs were designed to assess executive experience and potential - not technical expertise. They measure whether an individual has the broad executive skills needed to succeed in a variety of SES positions - not whether they are the most superior candidates for a particular position. Examples of good qualifications statements and the use of the C-C-A-R model (Challenge/Context/Action/Results), the preferred method of writing your ECQs is provided in OPM's Guide to SES Qualifications:

Format: For each of the five ECQs, provide at least one example of your qualifications using the four C-C-A-R elements.

1. Challenge - Describe a specific problem or goal.

2. Context - Talk about the individuals and groups you worked with, and/or the environment in which you worked to tackle a particular challenge (e.g., clients, co-workers, members of Congress, shrinking budget, low morale.)

3. Action - Discuss the specific actions you took to address a challenge.

4. Results - Give specific examples of the results of your actions. These accomplishments demonstrate the quality and effectiveness of your leadership skills.

NOTE: Your entire ECQ submission must not be more than 10 typed pages. Type should not be smaller than 12 point. Your responses to the five ECQs must describe the context and the results of your achievements in lay terminology, free of jargon and excessive reliance on acronyms.
