The role is reports to the AVP, Deputy Chief Information Officer and is responsible for day to day management and strategic direction of Student Applications and systems. Incumbent draws on experience and/or expert resources with in-depth knowledge of the business or function to provide university-wide solutions, by developing complex, multi-faceted software applications. Researches and recommends new technologies in support of the strategic direction of the University and participates in the research and recommendation of appropriate models, methods, tools, and technologies to achieve University-wide solutions.

Budget Responsibility:
  • Accountable for budgets of Applications Systems' development, implementation and maintenance needs.
  • Translates business solutions into realistic technology and workforce estimates and supporting associated ROI and cost benefit analyses.
  • Analyzes labor/service charges against estimates and reconciles differences to improve future estimation and management of resources.
  • Acts as reporting manager for all sub-function heads.
Architecture:
  • Translates and incorporates business vision and strategy to architectural strategy recommendations at the enterprise level.
  • Participates with senior CUIT management in the creation of applications systems architecture.
  • Responsible for the establishment and oversight of CUIT's application architecture.
Analysis:
  • Accountable for establishing assessment methodologies, strategies, and standards.
  • Accountable for CUIT's assessment capabilities and configuration.
  • Assesses all project requirements and their impact to the technology platform and business objectives.
  • Provides sponsorship for analysis initiatives.
Design:
  • Accountable for establishing design methodologies, strategies, and standards.
  • Accountable for CUIT's design capabilities and configuration.
  • Facilitates implementation of recommendations made by other analysts to produce cross-university designs.
Development:
  • Accountable for development of methodologies, strategies, and standards.
  • Manages complex CU-wide projects, components and subsystems.
  • Consults on CU-wide infrastructure and integration issues that are complex and multiplatform/application in nature.
Maintenance and Support:
  • Consults on complex end user issues that are escalated.
  • Supports other CUIT and University technology staff in the resolution of issues.
  • Ensures user needs are responded to on a daily basis; ensures that systems meet university business needs and that ongoing maintenance activity and capabilities are adequate.
  • Recommends broad changes to systems/applications to address changing needs and ensure maintenance response to CUIT systems.
Project Management:
  • Provides development project management oversight of complex, CU-wide projects, including the following:
o Establishes the development plan (requirements, resources, timeline, cost).
o Monitors & reports on project status with business sponsor.
  • Works with business sponsors (usually more than one) on change requests to determine priorities and impact implications.
  • Provides guidance to less senior staff on project management practices, standards and tools.
Relationship Management:
  • Maintains sponsorship support for all CU-wide infrastructure, systems and applications initiatives.
  • Represents the group to senior management across CU administration and client organizations.
  • Negotiates contracts and maintains vendor relationships. Provides vendor organizations performance feedback.
  • Sets expectations for and actively fosters constructive problem solving and collaboration between CUIT team members at all levels.
  • Collaborates with customer groups to define future solutions.
Minimum Qualifications for Grade
Applicant MUST meet these minimum qualifications to be considered an applicant

  • Bachelor's degree required. Advanced degree usually required or desirable.
  • Minimum 7-9 years related experience

  • Expert level experience in all relevant applications design and development languages, methodologies and tools.
