POSITION SUMMARY

Directs, guides and leads information technology activities for the Operations group within the IT organization. Also, serve as an active contributor, thought leader, and effective member of the overall IT Leadership team Scope of responsibility includes all USG locations and all technical platforms including mainframe, Windows small server, Unix/Linux, eBusiness, network, desktop, and database as well as the management of two data centers. Organizational responsibility includes the leadership of a mix of 50+ salary and non-exempt staff as well as several outsourcing vendors and service providers key to the delivery of IT services. Accountable for the efficient delivery of effective solutions that meet current and future needs of the business. Accountable for project implementations, deadlines, and budgets. Responsible for the creation, implementation and compliance of applicable standards, policies and procedures. Collaborates effectively with business areas and vendors. Ensures activities are well coordinated with other groups within IT and in the business. Accountable for internal customer satisfaction of IT. Responsible for developing and monitoring department budgets. Responsible for the review and evaluation of personnel, and the development of staff. Travel is required.

KEY ACCOUNTABILITIES AND RESPONSIBILITIES

Operations for the Future §

Lead the operations function to sustained and continuously improving levels of delivery and performance. §

Continue to drive the evolution of the function from “order taking” to “providing solutions”. §

Ensure day-to-day operational support activities as well as project based activities are planned and executed professionally. §

Drive a culture of data driven continuous improvement where the appropriate metrics are defined, measured, and most importantly, acted upon. §

Incorporate appropriate ITIL principles to improve service delivery management. §

Lead the function to maintain the appropriate level of technology currency.

Leadership §

Serve as an active contributor, thought leader, and effective member of the overall IT Leadership team. §

Earns respect and develops productive relationships with IT colleagues, key business stakeholders, and key vendors / service providers. §

Lead the operations function to work effectively cross functionally within IT, with our business customers, as well as with key service providers. §

Drives the operations function to achieve the overall IT vision of being a true “business technology solution provider”. §

Continuously outlines a multi-year operations strategy and 3-year roadmap, including: priorities linked to USG’s business strategy; priorities that are the “right things to do for IT”, security, risk mitigation and employee development. §

Provides senior technical leadership to IT

Business Focus §

Ensures that customer and business unit expectations of IT and agreed-to business requirements are met or exceeded §

Facilitates the support and development of IT solutions that meet specified business objectives

Communication §

Builds effective relationships with USG business units §

Provides communications to management on IT strategy, issues and budgets §

Collaborates effectively within the IT organization to ensure the effective delivery of IT services to the enterprise

Job Knowledge §

Directs the acquisition of hardware, software and services within IT §

Ensures relevant infrastructure exists that supports USG’s business needs §

Identifies and presents new technology solutions to support the business

Managing Resources §

Ensures an environment which allows employee empowerment, motivation, creativity, and a positive atmosphere §

Ensures IT human and financial resources are deployed effectively, using consultants, vendors, and outsourcing appropriately §

Provides guidance and direction on all employee performance and discipline issues, and reviews with Human Resources, and other IT Management as appropriate, before approving all disciplinary action and employee terminations §

Directs the evaluation and feasibility of proposed projects and plans §

Accountable for IT project implementations, deadlines, and budgets

Organization Development §

Ensure IT Operations has the proper level of sustaining capabilities; regularly develop succession plans across all areas; and actively participate in developing the next set of leaders in IT. §

Determine what functions should be outsourced vs. performed internally. §

Create strong organizational ties between Operations and other IT departments. §

Manage and develop department employees according to the IT Job Expectations. §

Create opportunities for high performing / high potential employees, ensure proper feedback and development suggestions are provided for all employees, and manage non-performers appropriately. §

Ensures that yearly objectives, goals, development plans and training plans are in place for each employee, and reviews for department consistency

Budget Mangement §

Responsible for managing almost 50% of the base IT budget. §

Must accurately forecast and actively manage a multi-dimensional budget including hardware, software, network, outsourcing services, internal and external labor, as well as data center facilities. §

Required to aggressively negotiate a variety of IT Operations related purchases and service contracts

Administration/Organization §

Establishes and maintains vendor relationships and partnerships §

Authorizes and negotiates vendor contracts §

Authorizes salary change recommendations

Other §

Ensures integrity and reliability of the relevant IT assets and resources §

Oversees the relevant IT service delivery and support activities §

Participates in the acquisition of software, hardware, and services necessary for the effective delivery of IT solutions to the enterprise §

Collaborates on the establishment of applicable information technology standards and policies §

Recognizes and identifies potential areas where existing policies and procedures require change, or where new ones need to be developed §

Participates in the identification of emerging technologies and their applicability to the USG computing environment §

Performs additional responsibilities as assigned §

Supervisory responsibility includes heading one or more segments of an organization, responsible for setting and implementing policies. Typically 5-7 managers as direct reports §

Works under limited supervision, relying on experience and judgment to plan and accomplish assigned goals

KEY QUALIFICATIONS:

Education §

Bachelors degree in Business, Computer Science, or related field with an emphasis on applying technology to provide business solutions §

Excellent analytical, problem solving, communication, project management, organizational and interpersonal skills §

Proven leadership skills in an information technology group §

Demonstrate initiative, exercise good judgment, and have the ability to achieve results through others

Years of Experience §

A minimum of 12 years experience in the information technology industry, with a significant senior management experience leading an information technology group

Required Skills §

Expertise in applicable information technologies, techniques, processes and capabilities §

Current understanding of IT technology marketplace and aptitude to stay current with technology and relevant business trends §

Ability to clearly communicate information technology requirements to other members of the organization §

Demonstrated ability to manage a large department and develop multi-year organizational strategies to have a function evolve with changing business demands. §

Demonstrated ability to negotiate significant scope and budget arrangements with IT outsourcing providers, hardware / software vendors, third party service providers, etc. §

Can coordinate regular off-hours IT maintenance activities. §

Experience in managing department budget
