Under direction, to provide leadership and direction for development, coordination, and implementation of health promotion programs for Valley Health Plan and to develop goals, objectives, and strategic direction for health promotion consistent with the mission of Valley Health Plan (VHP).

Plans, implements, and evaluates research surveys of providers, patients, administrators and community members to identify the status of existing health care education activities and to determine health education needs of VHP members;
Designs and conducts research studies of service related issues such as patient attitudes and health behavior and patient understanding of how to access health services;
Plans, implements, and evaluates health education and promotion programs for VHP members in compliance with current regulations, standards and laws relating to Health Maintenance Organizations;
Coordinates Health Education Department activities with other VHP departments, the provider network, network hospitals, the Santa Clara Health Authority, Public Health, and other county services/agencies;
Designs and implements departmental systems/services related to education and health promotion such as: an audiovisual library and printed resources for providers; educational materials for patients; and prevention programs for the community;
Provides technical assistance, consultation, and in-service training to providers, health educators, and administrators;
Develops outcome objectives for health education including clinical prevention services, patient education, and community education; develops criteria, methods, and assessment tools for monitoring and evaluating health education programs and services and implements that monitoring and evaluation process;
Analyzes data produced by assessment tools and uses results to evaluate and improve health services programs;
Develops and implements policies, standards, and processes for assuring that managed care services are culturally and linguistically appropriate, emphasize prevention, and are accessible to members when needed; monitors case management process for cultural and linguistic appropriateness and competence;
Represents VHP in professional, community and agency functions as appropriate;
Selects, trains, supervises and evaluates subordinate professional and clerical staff;
Performs other duties as required.
Training, education, and experience sufficient to demonstrate the ability to perform the above tasks and possession of the following knowledge and abilities:
The knowledge and abilities required for this position would normally be acquired through attainment of a Master's degree or the equivalent in Health Education, Public Health, or a similar speciality and five years experience in health education with a minimum of one year of that in a health maintenance organization or managed care setting. A year of post baccalaureate experience supervising a similar health education function may be substituted for the Master's degree.
Health education principles, methods and materials
Principles of Public Health, environmental health, preventative medicine, and epidemiology;
Theories of human behavior including diverse approaches to learning and the processes involved in behavior change;
Standard community resources used in health education and methods for analyzing the community to identify communication and leadership patterns;
Cultures of the diverse populations in Santa Clara County and approaches for working with individuals and groups from those cultures using appropriate techniques and materials;
Utilization review, quality management, and methods for structuring studies, collecting and analyzing data;
MediCal, HEDIS (current) and other regulations related to funding of VHP services;
Medical terminology and organization of hospitals, clinics and other medical services.
Develop, plan, implement and evaluate health education materials, programs, and services;
Provide appropriate and effective consultation and/or instruction to providers, patients, and other community members from diverse cultural, ethnic, educational, and economic backgrounds;
Communicate effectively both orally and in writing with those served;
Initiate projects and work independently with only general direction;
Analyze data and report on it effectively and understandably.
Maintain constructive relationships with employees, managers and service providers.
