POSITION SUMMARY
The Director, Systems and Capabilities will serve as the business owner for all technology systems and capabilities developed for the division.
The role will be responsible for providing overall direction and leadership for the continued monitoring and enhancement of the systems and capabilities developed for the area of responsibility (i.e., AD or SA). (These systems include, but are not limited to, GENASYS 2, IBIS, and eSKM.), leading efforts to implement and improve these systems, and managing necessary resultant changes to processes and procedures.
The incumbent will oversee and optimize all SAADI and SUP migration work and identify and prioritize modifications and enhancements of systems and capabilities.
The incumbent will also provide overall direction and leadership for all of the quality and standardization efforts across all of the testing programs in the area of responsibility.
BASIC FUNCTIONS AND RESPONSIBILITIES
Provide overall direction and leadership for the continued monitoring and enhancement of the systems and capabilities developed for the unit, including, but are not limited to, GENASYS 2, IBIS, and eSKM.
Oversee and facilitate migration of all work processes and procedures for the area to the SAADI platform.
Serve as the primary liaison with staff working on migration issues to optimize the migration plan, identify potential pitfalls, and enable smooth, minimally disruptive migrations.
Working with counterparts, have primary responsibility for identify and prioritizing modifications to and enhancements of systems and capabilities.
Have primary responsibility for working across the ETS organization to ensure implementation and to manage change.
Working with area Leadership, counterparts and SWS, identify the training and development needs of staff with regards to systems and capabilities and ensure development and delivery of appropriate training.
Provide overall direction and leadership for all of the quality and standardization efforts across all testing programs in the area.
Oversee interactions of staff with the Office of Quality (OoQ) for all quality assurance and quality control efforts, including, but not limited to, Score Accuracy Qualification projects, process compliance reviews, CAPAs, FMEAs, etc.
When called upon, serve as the delegated Process Owner for the assigned processes and sub-processes involved in SA & DA work.
Working with area Leadership, have primary responsibility for identify opportunities for standardization and optimization of processes and procedures across all testing programs, prioritizing such opportunities, and planning for and seeing that implementation is executed according to a well-defined schedule.
Work in collaboration with the area Leadership to create a collaborative, open and effective cross-area, cross-functioning team that provides for the most effective use of resources in support of the core activities of the area.
Required Experience:
EDUCATION
A Master’s Degree in field of speciality, or the equivalent in years of experience, is required.
EXPERIENCE
A minimum of five years of progressively responsible administrative experience required, preferably in an educational measurement organization, state or federal agency, is required.
A proven track record in achieving process improvements in a technical environment is highly desirable, as is a demonstrated ability to effectively lead, manage and develop staff.
Deep knowledge of either IT or Assessment Development processes is required.
