The Virginia Department of Education is seeking a qualified and experienced individual to supervise and lead a staff of professional budget analysts and education finance specialists in the development and execution of budgets for two agencies ? the Department of Education's Central Office and the Direct Aid to Public Education. This position is required to file an annual Statement of Economic Interests Form in accordance with the Code of Virginia, Section 2.2-3114.

Minimum Qualifications
Comprehensive knowledge of government finance principals, the application of those principals in Virginia, and an understanding of how they apply to public education finance.

Comprehensive knowledge of Virginia's budget and legislative processes and state and federal financial reporting.

Working knowledge of local government finances and operations, school administration, and the connections between education services and resource allocation.

Working knowledge of federal program funding and federal education program requirements.

Skills in the use of the latest office software including spreadsheet, word processing, database packages, and end-user macro programming. Skill in on-going management of large data bases and technology applications; and in development and management of funding formulas.

Ability to identify and define problems and potential solutions; manage multiple assignments and critical deadlines; communicate complex issues effectively to a wide range of audiences using different techniques and mediums; and delegate and/or manage projects of significant scope.

Ability to manage a staff with diverse talents.

Ability to scope out and develop IT automation projects with support from agency IT staff.

Experience managing data collections, data bases, technology applications, and funding formulas.

Bachelor's degree with studies in a related field or an equivalent combination of education and experience required.

Preferred Qualifications
Extensive experience in education finance or budget and capital finance is preferred.

Graduate degree preferred.

Special Requirements
This position is required to file an annual Statement of Economic Interests Form in accordance with the Code of Virginia, Section 2.2-3114.

Successful candidate must pass a criminal background check.
