This position serves as the City Building Official and plans, directs, manages and oversees the activities and operations of the Department including: inspection of building construction, investigation of code violations and issuance of building permits; coordination of activities with other divisions, departments, and outside agencies; selection, training, motivating and evaluating staff; oversees and participates in the development and administration of the department's annual budget, and provides highly responsible and complex administrative support to the City Manager.

Examples of Essential and General Responsibilities:
Assume management responsibility for assigned services and activities of the Building department including the inspection of building construction, investigation of code violations and issuance of building permits. Manage and participate in the development and implementation of goals, objectives, policies and priorities for assigned programs; recommend and administer policies and procedures. Monitor and evaluate the efficiency and effectiveness of service delivery methods and procedures; recommend, within departmental policy, appropriate service and staff levels. Plan, direct, coordinate and review the work plan for building inspection staff; assign work activities, projects and programs; review an evaluate work products, methods and procedures; meet with staff to identify and resolve problems. Supervise the examination of plans and specifications for completeness and compliance with applicable codes and regulations; maintain efficient plan examination process. Conduct field investigations and inspections as necessary; confer with owners, architects and engineers regarding design and construction plans. Enforce and interpret accessibility and energy conservation regulations; evaluate hardship waiver applications for accessibility requirements. Prepare for code adoption proceedings; provide for appropriate evaluation of building materials and procedures; recommend revisions of existing codes and ordinances. Coordinate disaster response and damage assessment programs. Select, train, motivate and evaluate building personnel; provide or coordinate staff training; work with employees to correct deficiencies; implement discipline and termination procedures. Oversee and participate in the development and administration of the department’s annual budget; participate in the forecast of funds needed for staffing, equipment, materials and supplies; monitor and approve expenditures; implement adjustments. Serve as the liaison for the Building department with other departments and outside agencies; negotiate and resolve sensitive and controversial issues. Serve as staff on a variety of boards, commissions and committees; prepare and present staff reports and other necessary correspondence. Provide responsible staff assistance to the City Manager. Conduct a variety of organizational studies, investigations and operational studies; recommend modifications to building inspection programs, policies and procedures as appropriate. Attend and participate in professional group meetings; stay abreast of new trends and innovations in the field of building inspection. Respond to and resolve difficult and sensitive citizen inquiries and complaints. Perform related duties and responsibilities as required.

Minimum and Preferred Requirements:

Experience : Six (6) years of increasingly responsible experience in public administration, construction, building code enforcement and plan checking or engineering is required which includes; t hree years of administrative and supervisory experience.

Training :
Bachelor’s degree from an accredited college or university with major course work in structural inspection or a related field is required. A Masters Degree desirable.

License or Certificates:
Possession of or ability to obtain an appropriate valid California driver's license is required.
Possession of or ability to obtain (within one year of hire) a Building Official Certification from the International Code Council is required. Working Conditions
Office with occasional construction site environment; exposure to noise, dust, grease, smoke, fumes, gases; work around heavy construction equipment. Essential and marginal functions may require maintaining physical condition necessary for sitting, walking, standing or driving a vehicle for prolonged periods.
