DIRECTOR OF BUILDING PERMITS & ZONING AND PLANNING ADMINISTRATOR

Job Summary: Responsible for the operations of the Building Permit Department which includes nuisance abatement/code enforcement and health inspections and responsible for overseeing zoning and planning. The Administrator will work through a process of strategic planning and community involvement in the development of short and long-term goals for the City and administering the zoning ordinance.
Supervision Received: Work is performed under the administrative direction of the Mayor and works closely with other City Departments.
FLSA Status: Exempt
Essential Duties: Directs, instructs, schedules, reviews and evaluates the work activities of subordinate personnel.
Explains, interprets, and provides guidance regarding all applicable building, construction, and development codes to architects, engineers, contractors, developers, and home owners.
Supervise the examination of building plans for new construction and remodeling of structures to determine compliance with code requirements and city ordinances.
Supervise and participate in the field inspection of buildings during construction, alteration and repair to ensure compliance with building requirements, safe construction practices, and city ordinances.
Review and approve permit applications for signs, swimming pools, fences and other areas of construction for compliance with city codes.
Reviews current trends and developments in the field of construction and prepare revisions to codes, ordinances and local regulations.
Research problems and complaints regarding buildings, building construction and code compliance. Respond to complex and sensitive building issues.
Attend City Council, Board and Commission and Committee meetings, as requested, and responds to questions and requests.
Plan, prepare and administer an annual budget.
Provide for the safety of the general public and is a necessary person for the restoration of vital services.
Reviews, researches and recommends action to Mayor, City Council, and City Boards and Commissions on planning and zoning.
Maintain and enforces the zoning ordinance, including communications with applicants and other members of the public in regard to requests related to zoning ordinance.
Maintain the City’s comprehensive plan.
Direct and implement the process for development in the City.
Attend Planning and Zoning Commission, City Council and other meetings to provide information on zoning and planning.
Serve as staff support to the Planning and Zoning Commission, Board of Adjustment, City Council.
Attend professional development workshops and conferences to keep abreast of trends and developments in the fields of municipal planning and zoning.
Provide for the safety of the general public and is a necessary person for the restoration of vital services.
Perform other duties as assigned.
MINIMUM QUALIFICATIONS:
Abilities: Ability to read and interpret blueprints and diagrams to verify compliance with standards; ability to interpret complex statutes, ordinances, codes and policies; ability to evaluate construction materials; ability to identify and correct potential safety hazards; ability to make mathematical calculations; ability to establish and maintain effective working relationships with co-workers, supervisors, and the general public; ability to communicate effectively both verbally and in writing; ability to supervise the work activities of subordinate personnel; ability to prepare and monitor an operating budget.
Required Education, Degrees and/or Licenses: Minimum of a Bachelor’s degree in a field related to the construction industry preferred, minimum five (5) years experience as an inspector or ten (10) years experience in the construction field, state licensed Plumbing Inspector and Chief Building Official certification. Must possess and maintain a valid Texas driver’s license.
Knowledge: Knowledge of the applicable codes, ordinances and regulations regarding the building industry; knowledge of plumbing, electrical, mechanical, and building, codes; knowledge of plan review requirements; knowledge of construction material quality control testing and inspection procedures.

The employee must occasionally lift and/or move objects up to 25 pounds. The employee will work in a normal office environment which is generally quiet and occasionally outdoors in extreme temperatures including heat, cold, and during inclement weather conditions. The employee must often work under stressful conditions and is required to meet regular deadlines.

Compensation:
Commensurate with knowledge, experience and qualifications.
