Position Overview

Reporting to the Vice President of Finance and working closely with the global PIH finance team and senior program leadership, the Director of Compliance and Reporting will help develop and manage organization-wide policies and procedures pertaining to the implementation and reporting of all restricted funding including government and institutional funding. She/he will be involved in all aspects of restricted funding opportunities from start to finish including initial proposal, contract review, reporting, and grant close-out. This person will recruit and lead a team focused on ensuring compliance and high quality reporting output for all restricted funding.

Specific Responsibilities

· Develops, implements, and monitors organization-wide policies and procedures related to overall financial and legal compliance

· Prepares reports and documentation required for all restricted government and institutional funding

· In an effort to facilitate donor report production, trains field staff and budget managers on how to code expenses to the correct fund upfront

· Assists with implementation and roll-out of grant management system, AwardVision

· Assists with analyzing, interpreting and applying Federal, multilateral, and private funder statutes, rules, and regulations regarding grant administration

· Conducts regular monitoring meetings to review fiscal and performance activities and provides information to project managers to adjust spending

· Monitors in-kind obligations and time and effort reporting

· Works with development to negotiate awards, no cost extensions, carryover of funds, changes in key personnel, and other project modifications

· Ensures compliance with agency requirements regarding disbarred vendors, purchasing regulations, equipment inventory, and closing documents

· Processes award documents, drafts sub-agreements, MOUs, and similar documents

Qualifications

· 5-7 years of experience with USAID, Global Fund, World Bank, and/or other government and multilateral grants

· Very strong financial and analytical skills

· Comprehensive knowledge of Federal laws and guidelines for administration of federally funded grant projects including OMB Circulars

· Ability to respond effectively to complex inquiries from grantors and regulatory agencies

· Ability to present information effectively to top management and project managers

· Ability to define problems, collect data, establish facts, and draw conclusions

· Demonstrated ability to manage multiple projects concurrently under deadline pressure and changing priorities

· Ability to solve problems creatively in order to meet organizational goals and objectives

· Ability to work well with a diverse team of stakeholders, honoring the concerns and priorities of local staff in field sites

· Flexibility, humility, and a good sense of humor

· Willing to travel approximately 25% of the time
