DIRECTOR OF CONTRACTS & PRICING

Alexandria, VA

Major Duties and Responsibilities:

The Contracts Director will be an integral part of a growing company and will require extensive interaction and coordination with senior management. The Director will oversee and supervise the Contracts Department. This candidate must be a team player. The candidate will be responsible for all aspects of the prime and sub- contracting process including proposals, pricing, negotiation, award, administration, and closeout. The candidate will interface with government and/or customers and provide guidance to the company
  • 's management team on contractual matters. Duties will include but are not limited to the following: * Develop appropriate winning strategies for major proposals in response to solicitations; negotiate all terms and conditions for the resulting contracts; identify and mitigate contract risk; and negotiate NDA's and Teaming Agreements. *
  • Manage/coach/mentor contracts personnel charged with conducting front-end strategic assessments of business pursuits; review statements of work/contract terms, advise senior leadership of contractual risks and provide creative mitigation plans. *
  • Develop proposal pricing strategies and associated rate structures to optimize contract revenue and profitability; and articulate and establish sound contractual policy to facilitate successful contract implementation. *
  • Responsive to complex inquires from both internal and external customers regarding contractual issues by providing sound advice and guidance. *
  • Provide timely contractual advice on critical areas such as OCI, performance-based acquisition, risk mitigation, and all other areas of concern to the Project, Program and Business Unit Leaders *
  • Cradle to grave contract and subcontract management and administration *
  • Work directly with the company senior management, program managers, and Finance Dept in executing contracting process from formation through closeout *
  • Responsible for implementing/overseeing an efficient, effective and compliant contracts process *
  • Mentor and provide guidance to other contracts professionals *
  • Provide interpretation, guidance and risk assessment on contractual matters *
  • Create or amend contracts policies to facilitate company growth *
  • Previous experience with successful internal/external audits *
  • Build and evolve the contracts function to meet business demands *
  • Train corporate staff regarding procurement regulations, and program management skills
Required Skills: *
  • At least 10 years direct government contract administration experience *
  • At least 5 years of management experience *
  • Experience in the following: *
    • Respond to government solicitations (RFP, RFQ, BAAs, and other requests) *
    • Manage and negotiation of T&M, FFP, Cost-Reimbursement services contracts *
    • Proposal preparation, pricing, reviewing and providing risk analysis associated with terms and conditions *
    • Cost and price proposals, negotiate contracts, developing a bid strategy and setting business and contracting policy *
    • Price to win analysis and evaluation *
    • Manage large contracting efforts with multiple subcontracts and team members *
    • CPFF, T&M, ID/IQ, MACs and contracts awarded under the GSA schedules *
    • Creation of Subcontract Agreements, Teaming Agreements, Proprietary Information Agreements, and Non-Disclosure Agreements *
    • Basic knowledge of Proposal efforts, pricing analysis, estimating process, proposal costing *
    • Solid understanding of Organization Conflict of Interest (OCI) issue *
    • Thorough understanding of Federal Acquisition Regulations (FAR), provisions, terms and conditions of government contract documents *
    • Excellent communication skills; ability to work well within a team *
    • Excellent skills in time management, setting priorities, and providing guidance to other contracts professionals
Educational Requirements:

Minimum Bachelor's degree in related field

Security Clearance:

Minimum active and current Secret clearance; Top Secret clearance desired
