As a key member of the Executive Management team, the Director of Engineering will report to the Executive Director of Development Services and assume a strategic role in the overall leadership of the City. The purpose of this position is to direct the engineering activities of the City. Employees in this classification perform managerial and supervisory work. Position is responsible for infrastructure development, capital project construction, and municipal activities that require engineering expertise.
Duties and Responsibilities/Knowledge, Skills, Abilities and Behaviors:
ESSENTIAL DUTIES AND RESPONSIBILITIES
1. Supervises professional, technical and clerical personnel.
2. Develops and maintains a knowledgeable, service-oriented, productive work group.
3. Develop realistic and attainable goals for subordinates through a team process and ensure success through assigned accountability.
4. Provides engineering expertise for development projects on a daily basis.
5. Evaluates capacity of water system and sanitary sewer system. Responds to requests related to the city’s drainage system and recommends improvements to address system deficiencies.
6. Assists developers, real estate agents, and engineers in evaluating property sales.
7. Provides construction management for water, sewer, paving, and drainage projects.
8. Coordinates traffic engineering activities; communicates with the Texas Department of Transportation.
9. Responds to requests for service related to street lighting installations, construction of streets, water systems and sanitary sewer systems. Responds to citizen concerns, such as erosion.
10. Evaluates potential funding opportunities for construction projects.
11. Conducts public meetings for construction projects.
12. Coordinates assessment process, acquisition of easements and R-O-W, and franchise utility construction.
13. Coordinates preparation and administration of Facilities Agreements.
14. Evaluates development requests.
15. Prepares cost estimates for capital projects.
16. Coordinates School Safety Program.
17. Provides City Council with technical information related to drainage, construction projects, and other engineering projects.
18. Establish, within City policy, appropriate service and staffing levels; responsible for monitoring and evaluating the efficiency and effectiveness of methods and procedures; allocate resources accordingly.

21. Provide timely, accurate and thorough performance evaluations for supervised employees.

Minimum Bachelor’s degree in Civil Engineering with Master’s level course work in the field; supplemented by seven (7) years previous experience that includes municipal engineering, construction methods, and management; or an equivalent combination of education, training, and experience.
Any work related experience resulting in acceptable proficiency levels in the above Minimum Qualifications is an acceptable substitute for the above specified education and experience requirements.
Master’s degree strongly preferred
Tasks involve the ability to exert light physical effort in sedentary to light work, but which may involve some lifting, carrying, pushing and/or pulling of objects and materials of light weight (5-10 pounds). Tasks may involve extended periods of time at a keyboard or work station. Some tasks require visual and sound perception and discrimination and oral communications ability.
Tasks are regularly performed without exposure to adverse environmental conditions, such as dirt, dust, pollen, odors, wetness, humidity, rain, fumes, temperature and noise extremes, machinery, vibrations, electric currents, traffic hazards, toxic agents, violence, disease, or pathogenic substances.
