Director, Facilities and Procurement
Oversee headquarter and ECA building services which includes mail distribution, shipping and receiving, maintenance of the building, grounds and parking areas, building construction to include renovation and remodeling projects and coordination of all site safety and security requirements. Responsible for developing and maintaining the Capital Plan for the organization.
Develop and maintain records for vendors, including catalogs, price sheets and production information that will assure quick response time. This will include identification of alternate sources of supply.
Responsible for the materials management function relating to the planning, procurement, storage, control and distribution of materials and products. Provide support at the local operating division level by keeping abreast of new products; integrate purchasing of operational supplies, capital equipment, maintenance, and repair of equipment. Review, evaluate, and recommend purchasing decisions. Obtain samples and evaluate products. Review merchandise price variance statements from vendors by coordinating EYA specifications with vendor products.
Maintain lease files, service agreements, and contracts for related equipment contracts.
Manage the disposition of obsolete and surplus equipment in coordination with Accounting.
Initiate purchases of initial inventory for new facilities.
Provide support to the programs on how to evaluate what to buy, how best to buy it and then store it.
Perform the role of “Purchasing Manager” of the Clearwater office to assure that goods and services needed by the Clearwater office are contracted for or purchased by the best methods.
Manage claims settlements for damaged or defective materials and goods.
Promote and maintain positive relations with vendors to ensure an honest, fair and ethical relationship, while ensuring optimum cost, quality and delivery.
Keep informed on legal matters which affect purchasing policies.
Continue programs of exploration for new materials, suppliers, and processes to achieve the best possible quality, reliability, prices, continuity, service and delivery.
Recruit, direct, motivate and evaluate employees under direct supervision. Provide quarterly coaching/mentoring and annual reviews for direct reports.
Coordinate telecom issues; repairs replacement and ordering of all office phones.
Direct activities of workers or contractors engaged in operating and maintaining facilities, equipment and grounds.
Direct and manage contracted projects to verify adherence to specifications.
Manage the acquisition of building and maintenance supplies, machinery, equipment, and furniture.
Assemble and analyze contract bids, and submits bids and recommendations for action.
Monitor, schedule and oversee renovations and capital repairs. Develop and budget for equipment replacement schedules. Ensure repairs, renovation and purchases necessary for a safe working environment and appropriate risk management.
Oversee internal services including, but not limited to, pest control, shredding, cleaning, water and coffee, vending machines, trash removal, and copiers.
Oversee safety and security issues including, but not limited to, fire, burglary or building closure. Responsible for close circuit monitoring and access cards.
Bachelors degree required, preferably in business or facilities management. Three years of direct management, supervisor or coordination experience directly related to the essential job functions of this position required. A combination of college coursework and experience at a level commensurate with a bachelor’s degree may substitute for the degree requirement. Three years supervisory experience, knowledge of construction and maintenance fields and purchasing experience required.
