Interim director to cover during the search for a permanent Director of Human Resources & Compliance

1.The Director of Human Resources and Compliance, working directly with the Superintendent under the Director of Administration/Business Manager, is expected to assist the Superintendent in the recruitment of professional and non-professional personnel who are competent to perform their assigned duties.
2.To assist the Director of Administration/Business Manager in planning, coordinating and supervising the operation of the department of personnel in a manner that will enhance the morale of school personnel, promote the overall efficiency of the school system, and maximize the educational opportunities and benefits available to each student in the school system

Duties and Responsibilities:

a)Responsible for planning and directing a program for selection and assignment of the best qualified professional and support staff
b)Serves as a consultant and advisor to all hiring
c)Prepares, logs and distributes postings of available positions
d)Maintains log of current vacancies
e)Oversees maintenance of staff charts
f)Reviews requests for all grant-funded position postings to ensure funding and funding source is appropriate and available and that the request is in compliance with union contract obligations
g)Conducts annual in-house teacher job fair and teacher assistant job fair as well as support staff job fairs as required
h)Attends and organizes participation in statewide job fairs (ex. R.I.C.E. job fair)
i)Prepares and places advertisements for available positions in local, state and regional newspapers as needed
j)Contacts local colleges and universities for availability of candidates for open positions
k)Responsible for ensuring compliance with all Federal laws and RI statutes including teacher certification and reporting requirements
l)Responsible for process to determine which teachers and/or positions are to be eliminated or added in the next school year. Prepares list of teachers to be non-renewed for School Committee action and ensures proper notifications are sent to affected employees before the March 1 deadline required by law
m)Determines which teacher assistant positions are to be added/eliminated prior to teacher assistant job fair and provides proper notices of displacement or lay off prior to the job fair
n)Interprets, administers, and assists in the development of personnel policies for all employee groups
o)Developing new Personnel Policies Manuals for the four employee groups
p)Establishes and maintains procedures and programs to provide opportunities for staff to develop personally and professionally
q)Prepares, maintains and/or revises job specifications as required
r)Conducts orientation programs for new staff and provides training sessions as needed

2)Employee Relations:
a)Maintains and administers ongoing labor/management program with all unions
b)Provides technical/contractual advice to all supervisors and assists with employee-related problems
c)Monitors and approves all leave of absence requests, conferring with Superintendent for exceptions to contract
d)Ensures that appropriate people are notified of long-term absences that may affect benefits
e)Meets with employees or answers questions on telephone on various issues or concerns
f)Plans and oversees retirement party for administrators, teachers and teacher assistants, including selection of gifts
g)Prepares and distributes an employee newsletter as needed
h)Maintains Personnel Policies for all employee groups
i)Chairperson and coordinator of Employee Recognition Award program

3)Compensation and Benefits:
a)Responsible for oversight of process and supervision of staff entering new employees into payroll database, including changes in employee information
b)Oversees all Workers’ Compensation claims
c)Explains benefit program to new employees, ensuring all necessary enrollment forms are completed and distributed to benefits clerk
d)Ensures that proper OSHA log and summary of occupational injuries and illnesses is maintained
e)Assists employees with questions and/or changes to their coverage as needed

4)Collective Bargaining/Labor Relations:
a)Maintains seniority lists for teachers, teacher assistants and union support staff
b)Assists in providing data necessary for grievance and arbitration hearings
c)Confers with union representatives on matters and questions regarding seniority, postings, lay offs, etc. as needed
d)Assists with grievance matters as needed

5)Affirmative Action:
a)Prepares annual and periodic reports for federal and state governmental agencies
b)Ensures that EEO information is maintained on a database
c)Monitors employment activity to insure compliance
d)Responsible for researching, planning, and adjudicating all EEOC issues in the district under Title IX

6)Professional Development and Administrative:
a)Oversees maintenance of Human Resource Information System
b)Prepares personnel recommendations section of the School Committee agenda
c)Advises School Committee, Superintendent, and Director of Administration/Business Manager on all matters pertaining to personnel, human resources, labor relations, union contracts and related issues and concerns
d)Prepares responses and reports for numerous annual requests for information concerning schools’ data, including staff issues, enrollments, etc.
e)Advises and assists the Superintendent and Director of Administration/Business Manager on the preparation of the annual school department budget
f)Coordinates and proctors on-line ParaPro Assessment tests of teacher assistants (State-approved testing site)
g)District contact person for all information regarding teacher assistants, statewide professional development offerings, testing requirements, newsletters, etc.
h)Coordinates all professional development activities for teacher assistants together with the AFT liaison and the Director of Professional Development
i)Coordinates and evaluates testing of: clerks, secretaries, custodians and maintenance workers
j)Coordinates on-line teacher certification reports for the district
k)Ensures new teachers meet requirements for “Highly Qualified” status; maintains records for present employees
l)Ensures that new and present teacher assistants meet requirement for “Highly Qualified”
m)Monitors and maintains that evaluation of all permanent employees are conducted
n)Maintains Human Resources web page reflecting available positions
o)Performs such other tasks as may be assigned by the Superintendent and/or Director of Administration/Business Manager - 16 months ago - save job - copy to clipboard
