Manages the Innovation & Technology Department functions including all the City’s computer and communications systems including the Cisco wide area data network, wireless connectivity, Microsoft network systems, personal computers, City web presence, Windows operating system, enterprise database servers and applications, SQL databases, Unix systems, associate software, cellular phone and VoIP and PBX telephone systems; advises the Mayor and other City staff on information technology, planning and implementation; conducts systems analysis; and oversees technology modifications and enhancements. Oversees enterprise geographic information systems (GIS), City web presence, and multimedia activities, including video and print media.

Primary Duties:
  • Develops long range needs and systems analysis to ensure integration of all the City’s functions involving the City’s various network operating systems and databases and the use of the personal computers throughout the City *Manages the Department’s functions, to include budget; develops, implements and monitors the city-wide standards for hardware and software; monitors the proper operation of computer systems and backup procedures, and coordinates software usage and database development *Oversees the City’s various PBX and telecommunications systems' operations including, but not limited to, Nortel 60 switch, mini remote switching equipment, Cisco VoIPand cellular data and voice services Oversees enterprise GIS activities and staff. Oversees multimedia activities and staff including, but not limited to, design and production of print media, video, audio/radio station and web. *Supervises and evaluates the performance of assigned staff; assign and prioritize duties, counsels and issues discipline, issues formal recognition for personnel as appropriate evaluates and implements training needs, and evaluates staffing requirements and hires employees as approved through the budgetary process *Analyzes City business processes and make recommendations on how to more effectively use technology to improve efficiency and customer service *Evaluates changes and new developments in technology, information systems, computer hardware and software. Recommends which changes would improve the operation of City’s information technology functions and negotiates with vendors and consultants to reach the best solution for the City *Supervises the operation of data communications links with off site locations and through wireless communications *Performs assessment and systems integration of in-house software development versus software acquisition; evaluates computer system’s efficiency and usage *Maintains a system of internal control to ensure the security of confidential data and that backup files and documentation are protected and available; responsible for security of City owned software *Develops, negotiates, manages and administers all computer systems agreements, and bid packages for major technology purchases, maintenance and consulting with City departments; monitors vendor performance according to contracts/agreements *Serves as a technical advisor, including assisting other departments with needs and making recommendations to upper management and the City Council * Assists in development and maintenance of Innovation & Technology recovery and emergency operations plan *Supervises the training program for users on City hardware, software and telephone systems *Prepares annual operating and capital budget for all areas of Innovation & Technology *Monitors and negotiates work of cable TV production maintenance and service contractors to ensure compliance with contract provisions, seeking input from employees as needed. *Develops and administers operating policies and procedures for Information Services and Website. *Diagnoses applications and systems problems, supervises and assists in problem resolution. *Serves as liaison between the Department, administration and other departments, vendors and contractors, serves on a variety of committees related to technology. *Maintains current knowledge of CAD, GIS, telecommunications, local and wide area network and computer hardware and software, evaluate and determine the needs of the City’s technology operation. *Deals tactfully and courteously with the public, coworkers, and other City employees, occasionally in difficult customer service situations. *Regular, reliable and punctual attendance *Due to internal and external customer service needs, incumbent must be able to work a full time schedule, on- site (appropriate City work sites). *Works effectively under pressure and with frequent interruptions. *Completes work and projects in a thorough and timely manner. *Understands and follows directions from supervisor, posted work rules and procedures. *Works courteously and effectively with public officials, citizens, contractors, vendors, developers, supervisor, and other employees, both in person and over the telephone; assisting them with a wide variety of information pertaining to City and department. *Works under pressure and meets strict deadlines. *Shows initiative in performing job functions. *Performs related work as assigned. * = Primary function.
Minimum Qualifications:
A combination of education, certifications, and experience that ensures the ability to provide strategic planning and budgeting, and recommendations, prioritize and direct daily operations, maintain the City’s computer network, hardware, software, other telecommunications systems, and supervise IS employees in a municipal setting.

Additional Information:
Works both indoors in a clean, climate-controlled workspace and outdoors, sometimes during inclement weather. Frequently required to use hands to: finger, feel or handle writing utensils, computers and office supplies which require repetitive arm, wrist and hand movement;. Occasionally required to stand and reach with arms and hands, climb, balance, stoop, kneel, crouch, bend or crawl. The employee is occasionally required to lift or move up to 50 pounds. Position requires mental acuity to ensure thorough mental analysis of situations in a fast-paced environment. Employee is required to maintain confidentiality of information within the department. The employee may be required to deal with irate, disgruntled and sometimes hostile individuals requiring the use of conflict management skills. Employee is frequently required to perform work in confidence and under pressure for deadlines, and is required to maintain professional composure and tact, patience and courtesy at all times.
