ESSENTIAL JOB FUNCTIONS :
Directs and assigns tasks for Division Program managers; monitors and ensures
compliance with County Policies and Department and Division Directives; coaches,
counsels, and provides technical assistance to management and administrative
staff; evaluates performance; works with program managers to develop short-term
goals and long-term strategic plans; monitors work product for quality and
compliance with deadlines; directs the activities of the various Programs within
the Solid Waste Management Division; evaluates policies, procedures and
directives for each Program for effectiveness and efficiency, making appropriate
adjustments as needed; ensures compliance with DEP operating permit terms and
conditions; ensures conformance to the Solid Waste Element of the Comprehensive
Land Use Plan; ensures compliance with the Solid Waste Ordinance proposes
changes to the Ordinance to address current circumstances or changes in law;
ensures cooperation and coordination between Program activities within the
Division; ensures each Program has the necessary resources to meet Program goals
and objectives; coordinates the preparation and submission of the Division’s
annual budget; in conjunction with program managers, operators, Purchasing and
Fleet Divisions, prepare equipment bid specifications; prepares requests for
proposals for consultants, manages consultant contracts, approves payment of
contracts and invoices; provides contract management; assists with contract
negotiations; coordinates with the Public Information Office to respond to press
and media inquiries; represents the Division at BOCC meetings and workshops;
serves as staff liaison to solid waste related advisory boards and committees.

REQUIREMENTS :
Graduation from an accredited
four-year college or university with a Bachelor’s degree in Civil Engineering,
Biology, Chemistry, Environmental Science, or a related field and five years of
related experience, with a minimum of two years in a supervisory capacity.
Must possess a valid Driver’s License and a favorable driving record at time of
hire. Manager of Landfill
Operations Certification is preferred. Manager of Transfer Station Operations
Certification is preferred.
