DESCRIPTION

This position is responsible for the administrative and clinical management of the Mental Health services in Yakima, Benton/Franklin and Chelan/Douglas Counties. Responsibilities include oversight of all aspects of the various contracts, quality assurance processes and utilization reviews, budget development and management, implementation of mental health policies and procedures, and assisting in the hiring process and program development. The position will adhere to the mission and identity of Catholic Charities in all functions.

DUTIES

1. Supervise the Clinical Management Team responsible for the on-site leadership, implementation and management of the mental health programs.

2. Implement and maintain mental health program policies and procedures consistently across service delivery areas.
A. Revise and implement the mental policies and procedures as Washington State WAC or Regional Support Network requirements change.
B. In collaboration with the Clinical Management team, oversee development and
revisions of all clinical forms, assessments, treatment plans, and other documents. Coordinate with Registration and Records departments and clinical staff to ensure access standards are in compliance with WAC and contract requirements across service sites.
C. Implement a continuous improvement process which includes Quality Assurance/Quality Improvement/Utilization Management process consistent with Washington State WAC and best practice.
D. In collaboration with the Clinical Management Team oversee the preparation for all mental health programs internal Quality Assurance audits, Regional Support Network audits, or state licensing audits to ensure contract and licensing compliance.
E. Keep all Mental Health licenses current and in good standing.
F. Receive complaint or grievances regarding mental health services and ensure that all are addressed and reported appropriately. Report to the RSN or other contract entity as required.

3. Develop and implement best mental health practices including consistent use of Evidenced-Based Practices (EBP) with fidelity in all sites.
A. Ensure all clinical and supervisory staff are adequately trained and implementing clinical assessments, treatment planning and other practices according to policies and EBP fidelity in cooperation with the Clinical Management Team.
B. In collaboration with the Clinical Management Team, ensure that all HIPAA standards and clinical procedures are followed by clinicians and support staff.

4. Pursue program development in areas of need within the agency and communities.
A. Provide leadership for submitting United Way and other grant or funding applications that would expand or enhance mental health service delivery.
B. Pursue development of critical partnerships with Primary Care Physicians and other entities to promote integrated behavioral services with changes in Health Care Reform.
C. Participate in cross systems planning which include mental health services with other community agencies with initiatives such as Systems of Care.
D. Work with Clinical Management Team to pursue private pay clientele in all service delivery areas.

5. Implement Autism services and policies and procedures under the Division of Behavioral Health and Recovery license in Yakima, Tri-Cities, and Wenatchee service areas in conjunction with partner agencies and the CFCS team.

6. Develop and implement a plan in the transition to an electronic record system for Mental Health records in all sites.

7. Develop and manage all mental health and designated program budgets in collaboration with the Clinical Management Team.
A. Work closely with Clinical Management team to ensure all revenues meet program expenses in each program or reporting unit.
B. If funding changes occur, develop a comprehensive plan to implement needed changes.

8. Participate in all contract negotiations and management to ensure compliance.
A. Approve all contracts prior to forwarding to the Vice President.
B. Develop and approve all sub-contracts with psychiatric providers and specialists.
C. Develop all Memoranda of Understanding and other agreements with collaborative partner agencies.
D. Assure all contract guidelines are met or exceeded.
E. In collaboration with the Clinical Management team, provide written responses to any corrective actions required via program or licensing audits.

9. Oversee all Human Resource processes related to mental health services including: hiring, job descriptions, evaluations, credentialing, and other requirements in cooperation with the Clinical Management Team and Human Resource Director.

10. Insure mental health services are integrated with child welfare services and other programs to provide the best system of care to client's and families served.

11. Serve as a member of the Catholic Charities Senior Leadership Team.

12. Other duties as assigned.

QUALIFICATIONS

The following requirements are those that are normally required for performance of this management position. Physical Requirements: This position normally requires the physical demands of standing, walking, bending, lifting or performing other work requiring low physical exertion, talking and hearing on a regular basis to perform the job requirements. These physical demands are required up to 80% of the time.

Non-Physical Requirements:
1. Education: Masters degree in Social Work or a Behavioral Science required.

2. Experience:
&61607;Five years experience in direct clinical treatment of seriously disturbed children, adults, and their families required.
&61607;Five - eight years experience in successful program management of a community mental health program.

3. Special Skills:
&61607;Demonstrated leadership skills in motivating, coaching, and directing staff.
&61607;Demonstrated ability to implement Behavioral Health Care and Evidence-Based Practices.
&61607;Demonstrated knowledge with Cognitive Behavioral Treatment (CBT) approaches in training and use with fidelity.
&61607;Demonstrated knowledge and implementation of Washington Administrative Codes for a Licensed Mental Health Center.
&61607;Demonstrated administrative skills in clinical program implementation and team management/supervision.
&61607;Demonstrated budget development and program management skills.
&61607;Possess excellent verbal and written communication skills.
&61607;Ability to management programs and staff across multiple locations.
&61607;Ability to be self-motivated, work independently and as a team member.
&61607;Knowledge of HIPAA requirements.
&61607;Excellent ability to demonstrate detail in all aspects of the job.

4. Licensure, Registration, Certification:
&61607; Licensure in the State of Washington as a social worker, mental health counselor or marriage and family therapist. Department of Health approved supervisor.
