The Virginia Department of Social Services (VDSS) is a large, complex government agency. VDSS product offerings and delivery mechanisms (valued at approximately $8.5 billion annually) are provided through a $1.89 billion operating budget and serve 1.6 million Virginia citizens. Virginia is one of 10 states that delivers social services through a state supervised/locally administered system. We are seeking a sharp, disciplined, highly analytical individual to lead the Department's research and analysis efforts in support of agency's commitment to managing performance outcomes. The incumbent will design, implement, analyze and report on a variety of basic and advanced research projects. Job Description: This is a senior level managerial position that is responsible for delivering a comprehensive program of organizational and social services system research, reporting, and analysis that supports planning, program assessment, strategic decision making, and compliance with internal, state and federal reporting requirements. This position also provides leadership for the design, development and continuing operation of the agency's data warehouse and business intelligence competency center to support the organization's ability to use data to improve outcomes, reduce costs, increase accountability and improve program integrity. The position supervises a professional staff and reports to a Deputy Commissioner.
Minimum Qualifications: Demonstrated expertise in research methodology, design, and techniques; data organization and analysis; and program evaluation methods. Extensive experience: with statistical analysis software such as Stata or SAS, and relational database software; in directing and managing professional level staff; and in managing research and analysis projects. Experience with web-based information systems and in architecting and implementing a business intelligence data warehouse environment, as well as, a proven history of results in project and people management. Demonstrated qualitative research skills and a broad understanding of research methods and statistical techniques. Demonstrated ability to: speak and write clearly while presenting complex data and ideas in narrative, tabular and graphical formats for a variety of audiences, including policymakers, researchers, employees and the public; provide guidance and recommendations to agency leadership; manage budget and other resources; motivate, direct and manage staff to maximize talents, productivity and professional development; establish and maintain effective interpersonal working relationships to include the ability to challenge, persuade, and negotiate with a wide range of internal and external staff, management, partners, and customers; and, strong problem-solving skills to work through problems independently and arrive at viable solutions. Demonstrated strong project management and planning skills; strategic and critical thinking; high ethical standards and respect for confidentiality of data; a commitment to accuracy, reliability and objectivity in analyses and work product; and, knowledge of public databases, including census data and national surveys.
Preferred Qualifications: Bachelor's Degree in quantitative social sciences field, economics, mathematics, statistics or related field preferred. Advanced degree in social sciences, statistics or other field related to research and planning is a plus. Related experience in a human services setting preferred. Experience in Cognos reporting and dash boarding (or equivalent) preferred.
Special Requirements: Employment will be contingent upon successfully passing a criminal history background check. The selected candidate will be required to complete a "Statement of Economic Interest" form. VDSS employees whose positions are in Band 5 and above perform in emergency roles if needed during state and federal disaster declarations. This is in accordance with the agency's emergency responsibilities. The selected candidate will be assigned to an emergency role upon hire and is expected to perform in that capacity as needed.
