The program manager (PM) is a growth minded manager who provides leadership, technical direction, and project management for a large IDIQ contract with multiple task orders. The task orders may include research, SME support, and strategic planning and assessments for senior DoD CIO stakeholders in the areas of: DoD IT policy and governance, information management and technology, information assurance and security infrastructure, data center consolidation, enterprise architectures and services, and commercial applications. General responsibilities include serving as the primary customer contact for program activities and providing leadership and direction to achieve overall program goals, plans, and objectives. Specific responsibilities include organizing and managing resources to respond to Requests for Information (RFIs) and Task Order Requests for Proposals (RFPs); managing budgets and financial status of contract execution; and leading program reviews with customers to discuss contract cost, schedule, and technical performance. The program manager is considered to be a working technical program manager.
The ideal candidate should be comfortable operating in an environment which requires:
Frequent interaction with senior DoD and Service CIO leadership
A thorough understanding of the DoD information management and technology domains and associated Federal government mandates and policies, including data center consolidation and cloud computing.
A thorough understanding of commercial technologies and industry best practices as they apply to DoD and Federal CIO domains.
Program management skills which will ensure that all tasks are completed within cost and on schedule
Identifying risks and recommending mitigation strategies to senior customers and stakeholders
The ability to bring together teams composed of TASC staff, customers and stakeholders, and other contractor personnel
Managing the hiring and retention of suitably qualified technical staff
Preparation of winning and executable task order responses that bring together the TASC team capabilities in response to complex customer problems
Outreach and collaboration across TASC for CIO best practices and support as required
Ensuring there is a corporate commitment to the program and that necessary support is provided to his/her staff
The ability to drive and track progress against schedules and budget.
Accountability for the project results, including: schedule, deliverables, product requirements, budget, program reviews, and issue escalation
Responsiveness to our Client’s documentations standard procedures, monitoring schedules, reviewing work discrepancies, supervising his/her personnel, and communicating policies and goals of the program to subordinates
Interfacing with other prime/sub-contractor personnel, customer personnel, contracts staff, and other officials, as required
Experience and understanding of the DOD Information Environment and 5 years experience managing programs or tasks similar in scope, size, or technical complexity.
Bachelor’s degree in Engineering, Computer Science, Information Technology Management, or a technical discipline with at least 6 years of related industry or government experience in information technology, systems engineering, or network engineering.
TS/SCI required for all applicants
Recent DoD CIO, Joint Staff, or Service staff CIO experience is a significant plus
Certification as a Project Management Professional (PMP) by the Project Management Institute
Master’s degree in Engineering, Computer Science, or Information Technology Management with at least 4 years of related industry experience in management information systems, information technology, systems engineering, or network engineering
