The Director of the Duval County Health Department will lead one of the 67 County Health Departments in the State of Florida. Responsibilities include direction, supervision, and evaluation of a wide variety of health programs including but not limited to environmental, nursing, chronic disease, bioterrorism preparedness and response, dental health, family planning, communicable disease, and vital statistics.
The Duval County Health Department Director must be committed to providing the highest quality of service to the people of Duval County. Expected qualities for success include team work, communication, collaboration, and negotiation.
The incumbent will ensure non-discrimination in government employment and contracting as described in Executive Order 11-04.
The incumbent must be available for atypical hours and available to travel to different parts of the state.
A clear, unencumbered Florida medical license is required. If not a Florida licensed physician, the applicant must have a clear and unencumbered license in another state with no pending disciplinary action and no disciplinary history. Further, the non-Florida licensed physician, if selected, must apply for a physician license by endorsement in Florida within 30 days of employment.
Preference will be given to a public health professional with a Master's degree in Public Health or other health sciences, or a Master’s Degree and extensive public health experience.
Preference will be given to those with a senior leadership background and/or executive management experience. Knowledge of information systems and human resource management as well as knowledge and experience in bioterrorism preparedness and disaster response.
Extensive experience in supervision, management and administration of public health programs, knowledge and experience in essential public health services, demonstrated knowledge of health policy issues, experience in public speaking, and working with elected officials, governmental bodies, community partners, and the media. Demonstrated capacity for leading an organization through a continuous quality management process including directing, budgeting, assessing, planning, implementing, evaluation and monitoring. The Director shall have demonstrated capacity for public health advocacy.
The candidate we seek is a senior executive with a passion for public health and prevention, with extensive knowledge and experience of core public health principles and practices. The Director will have a commitment to effective management, team leadership, decisiveness, sensitivity and enthusiasm for diverse populations and community involvement. The candidate in this role has to demonstrate superior leadership, cultural and interpersonal skills. Sensitivity and skill are especially important given the growth of the community and threats of bioterrorism, natural or manmade disasters or flu pandemic. This position requires extensive knowledge and use of quality tools and methods; Baldridge National Quality Program knowledge or experience is a plus.
The mission of the Florida Department of Health is to protect, promote & improve the health of all people in Florida through integrated state, county, & community efforts. The department shall identify, diagnose, and conduct surveillance of diseases and health conditions in the state and accumulate the health statistics necessary to establish trends; implement interventions that prevent or limit the impact or spread of diseases and health conditions; collect, manage and analyze vital statistics and other health data to inform the public and formulate public health policy and planning; maintain and coordinate preparedness for and responses to public health emergencies in the state; provide or ensure the provision of quality health care and related services to identified populations in the state; regulate environmental activities that have a direct impact on public health in the state; and regulate health practitioners for the preservation of the health, safety, and welfare of the public.
The Duval County Health Department provides services to the county’s residents and visitors and is responsible for assessing, maintaining and improving health and safety within the county as part of the Florida Department of Health. The Duval County Health Department provides most of the public health services in the county, employs approximately 700 staff, and has an annual budget in excess of $46.5 million.
