DoITT provides for the sustained, efficient and effective delivery of IT services, infrastructure and telecommunications to enhance service delivery to NYC residents, businesses, employees and visitors. As the City's technology leader, DoITT is responsible for maintaining the foundational IT infrastructure and systems that touch every aspect of City life from public safety to human services crossing the full spectrum of governmental operations.
The successful candidate will serve as an Integration Manager reporting to the Emergency Communications Transformation Program (ECTP). Responsibilities will include: Manage and drive the overall technology integration of the complex Emergency Communication Transformation Program (ECTP) systems supporting NYC's Public Safety Answering Center (PSAC) operations; manage functional and project activities related to systems integration, including the development and execution of an integration strategy, coordination of integration schedules between multiple stakeholders and vendors, support of optimized performance, and leveraging of various experts to solve challenging technology issues on a highly visible program with an aggressive implementation and testing schedule; coordinate the Integrated Master Schedule integration points between all projects; align project execution that will reflect the need for seamless integration and the interdependency within the system architecture; manage and coordinate installation, integration, and acceptance testing of all systems supporting the Public Safety Answering Center; lead construction technology fit-out, testing and commissioning; manage development of a comprehensive technology integration road-map, coordinate with various public safety agencies and stakeholders to ensure prompt and proper identification and resolution of technical challenges; communicate and present the ECTP's strategic vision to various stakeholders, tailoring messaging to incorporate stakeholder’s needs and concerns; build trusting relationships with the agency stakeholders and technology vendors to support the coordination, scheduling and testing activities associated with the implementation of a second PSAC for the City; manage and lead the build of cross-functional (i.e. operational, engineering and product management) ECTP teams to support integration tasks; factor-in business and strategic impact of projects to prioritize efforts and support structuring integration; manage issues and risks related to the program integration and develop risk and issue mitigation plans; and learn new technical concepts by leveraging internal experts and external resources. The position's responsibilities include commitment to and compliance with the City's EEO policy.
Minimum Qual Requirements
1. A master's degree in computer science from an accredited college and three years of progressively more responsible, full-time, satisfactory experience using information technology in computer applications programming, systems programming, computer systems development, data telecommunications, database administration, planning of data/information processing, user services, or area networks at least 18 months of this experience must have been in an administrative, managerial or executive capacity in the areas of computer applications programming, systems programming, computer systems development, data telecommunications, data base administration, or planning of data processing or in the supervision of staff performing these duties; or
2. A baccalaureate degree from an accredited college and four years of experience as described in "1" above; or
3. A four-year high school diploma or its educational equivalent approved by a State's department of education or recognized accrediting organization and six years of experience as described in "1" above; or
4. A satisfactory combination of education and experience equivalent to "1", "2" or "3" above. However, all candidates must have at least a four-year high school diploma or its educational equivalent approved by a State's department of education or recognized accrediting organization and must possess at least three years of experience as described in "1" above, including the 18 months of administrative, managerial, executive or supervisory experience as described in

NOTE: The following types of experience are not acceptable: superficial use of preprogrammed software without complex programming, design, implementation or management of the product; use of word processing packages; use of a hand held calculator; primarily the entering or updating of data in a system; the operation of data processing hardware or consoles.
The preferred candidate should possess the following: 10+ years of extensive experience with complex technology projects in the public safety, preferably government sector including: RF voted systems, and subscriber units, Computer Aided Dispatch systems, AVL, Mobile Data, VoIP Telephony Systems, LAN / WAN, Digital Recording systems, Web Based projects, or Software Development; expert understanding of Public Safety Answering Center operations, technologies, enterprise architecture design, and concepts; experience in development of total system solutions to the program wide technical requirements; proven understanding and experience integrating hardware, processes and software; responsible for deployment, accuracy and completeness of integrated system designs; proven experience working with public safety stakeholders (Fire and Police departments) to establish internal standards and best practices; strong authoritative management of work flows, proven adherence to time lines, and budgets; proven understanding of SDLC methodologies (e.g. Waterfall, Agile, RUP); ability to review and understand business and technical specifications; experience in working independently and manage multiple task assignments; well-versed in preparing/presenting executive-level presentations, as well as regular reports on project status including risks, issues, schedule, financial, key decisions; ability to write reports and build briefings; strong sense of organization, with strict attention to detail; excellent problem solving and troubleshooting skills with the ability to exercise mature judgment.
