DoITT provides for the sustained, efficient and effective delivery of IT services, infrastructure and telecommunications to enhance service delivery to NYC residents, businesses, employees and visitors. As the City's technology leader, DoITT is responsible for maintaining the foundational IT infrastructure and systems that touch every aspect of City life from public safety to human services crossing the full spectrum of governmental operations.

The successful candidate will serve as a Solutions Manager reporting to the Emergency Communication Transformation Program (ECTP). Responsibilities will include: Provide strategic direction and guidance on best practices in all areas of architectural development and approach, including public safety networks and telephony; manage the development of program-wide IT strategy and technology standards; direct the design and development of citywide emergency communications systems and related network infrastructure; act as primary liaison to public safety agencies regarding all technical aspects of the program; oversee and identify the overall structure of systems in terms of the macro components and services; oversee the analysis and documentation of the impact the architecture will have on systems and infrastructure; oversee the evaluation of architectural trade-offs and make recommendations regarding flexibility, performance and budgetary considerations; prepare senior level technical reports for executive management; and manage special technology projects and initiatives as assigned. The position's responsibilities include commitment to and compliance with the City's EEO policy.

Minimum Qual Requirements

1. A master's degree in computer science from an accredited college and three years of progressively more responsible, full-time, satisfactory experience using information technology in computer applications programming, systems programming, computer systems development, data telecommunications, database administration, planning of data/information processing, user services, or area networks at least 18 months of this experience must have been in an administrative, managerial or executive capacity in the areas of computer applications programming, systems programming, computer systems development, data telecommunications, data base administration, or planning of data processing or in the supervision of staff performing these duties; or

2. A baccalaureate degree from an accredited college and four years of experience as described in "1" above; or

3. A four-year high school diploma or its educational equivalent approved by a State's department of education or recognized accrediting organization and six years of experience as described in "1" above; or

4. A satisfactory combination of education and experience equivalent to "1", "2" or "3" above. However, all candidates must have at least a four-year high school diploma or its educational equivalent approved by a State's department of education or recognized accrediting organization and must possess at least three years of experience as described in "1" above, including the 18 months of administrative, managerial, executive or supervisory experience as described in

"1" above.

NOTE: The following types of experience are not acceptable: superficial use of preprogrammed software without complex programming, design, implementation or management of the product; use of word processing packages; use of a hand held calculator; primarily the entering or updating of data in a system; the operation of data processing hardware or consoles.

Preferred Skills

The preferred candidate should have the following: A Bachelor’s degree in a related IT field; 10+ years experience in designing and overseeing complex systems and medium to large scale technology projects; ability to manage and mentor a highly technical staff, coordinate across program areas, and collaborate with system stakeholders; manage multiple projects and consulting project staff; public safety experience; experience overseeing large public and/or private organizations engaged in the design, deployment and sustainment of telecommunications and network infrastructure technologies; experience with Network, Infrastructure, Testing, Security and Communications or large-scale, multi-vendor IT and/or telecommunications projects; experience planning and implementing a major technical operations center upgrade; experience managing staff responsible for customer and systems support, project management, system architecture, design, deployment and network infrastructure technology; demonstrated experience working with technical and non-technical staff; exceptional knowledge of Microsoft Office programs; outstanding collaboration and team building skills; strong written and verbal communication skills; excellent analytic, organization, presentation and facilitation skills; ability to manage multiple tasks under tight deadlines; and the ability to interface with executive level management and give senior level presentations.
