Serve as the corporate leader and coordinator for affirmative action (AA), equal employment opportunity (EEO), and compliance related efforts. Establish, implement, and monitor corporate policies/procedures pertaining to AA and EEO initiatives to ensure CITGO complies with employment laws and regulations. Manage investigation process of EEO complaints and the preparation of corporate position statements outlining findings. Ensure CITGO actively seeks AA referrals by partnering with various outreach sources. Manage the electronic I-9 system and process.
College Degree (Bachelors Level) in Human Resources, Industrial Relations, Business, Psychology or related field.
This position requires a minimum of 5 years directly related experience in a corporate environment working with all aspects of EEO and AA programs, compliance with federal laws and regulations, and coordinating staffing activities. The incumbent should be able to demonstrate exceptional communication (oral/written), listening, strong analytical, organizational, and project-management skills; must be able to work under multiple deadlines as required The position also requires the incumbent to possess current working knowledge of employment laws and federal regulations, specifically: Title VII, Americans with Disabilities Acts, FMLA, Fair Labor Standards Act and amendments, as well as specific regulations pertaining to EEO and AA programs. The incumbent should be able to work well with others, coordinate events, investigate complaints, prepare company position statements in response to EEO charges; distinguish between material/immaterial concerns, and prepare recommendations to ensure CITGO’s continued compliance and performance related to EEO and AA concerns.

Manage, coordinate, and actively monitor the development and implementation of corporate affirmative action (AA) programs. Establish AA goals for CITGO’s operations, monitor and report on compliance and progress on a quarterly basis, evaluating ongoing performance. Periodically review, edit, establish and coordinate publication of Corporate Policies and practices regarding EEO and AA issues. Maintain database and compute statistics necessary to monitor the effectiveness of the programs; alert management to difficulties encountered in attaining and maintaining compliance with established policies and/or standards. Ensure compliance with Federal and State requirements. Conduct various audits as requested.
Manage electronic I-9 compliance tracking system and the I-9 process. Meet with employees within the required timeframe to create, initiate and generate the I-9 forms. Ensure appropriate employment verification documents are reviewed, and that CITGO maintains compliance with this regulation.
Conduct investigations regarding complaints of perceived unfair treatment, harassment and/or discrimination. Prepare an impartial, factual, comprehensive and analytical report of investigative findings. Create and maintain database of EEO investigations and status of EEO charges. Draft position statements as required, in response to claims of discrimination. Submit position statements for review to the Manager Staffing and Employee Services, Legal Counsel, and other parties as outlined by HR internal procedures.
Manage the development of the company’s affirmative action outreach efforts. Contact agencies/organizations and develop ongoing, professional relationships to more effectively attract candidates for employment. Analyze the loss of minorities/females to better understand the root cause for the resignation/termination/release of the individuals and provide analysis to Manager Staffing & Employee Services on quarterly basis.
Lead company-wide campus recruiting programs. Establish and coordinate recruiting schedules with designated universities, colleges, technical schools, and CITGO representatives. Ensure the recruiting events are organized and marketed appropriately to the target audience. Track the effectiveness of recruiting efforts and adapt strategy as necessary.
Prepare special request staffing reports summarizing specific aspects of staffing. Conduct required/relevant analyses and prepare presentation and/or document outlining the results as well as any recommendations as needed.
