PRIMARY PURPOSE

The

primary

purpose

of

this

position

is

:

The

incumbent

of

this

position

serves

as

a

technical

subject

matter

expert,

senior

consultant,

senior

project

engineer

and

assists

the

Branch

Chief

by

guiding

the

work

of

a

group

of

non-supervisory

Electronics

Engineers

performing

scientific

and

technical

engineering

tasks

pertinent

to

the

acquisition,

modification,

replacement,

design,

and

analysis

of

all

computerized

and

non-computerized

test

equipment,

automatic

test

systems

and

associated

support

hardware

and

software.

SPECIALIZED EXPERIENCE:
At least one (1) year of specialized experience at the next lower grade (GS-12) or equivalent.

Specialized experience must include

serving as a technical subject matter expert, consultant and project engineer, assisting the Branch Chief by guiding the work of a group of non-supervisory Electronics Engineers performing scientific and technical engineering tasks pertinent to the acquisition, modification, replacement, design, and analysis of all computerized and non-computerized test equipment, automatic test systems and associated support hardware and software.

E

xperience must have been at a level of difficulty and complexity sufficient to demonstrate the ability to perform the duties of this position. It may have been gained in the private sector, volunteer service, military service, and/or government service, etc.

Federal Time-In-Grade

(TIG) Requirement for General Schedule (GS) Positions:
Applicants must have served at least 52 weeks at the GS-12 or higher grade (or equivalent in an alternate pay system) within the Federal Civil Service to be considered for referral.

The purpose of TIG restrictions is to prevent excessively rapid promotions in competitive service GS positions and to protect competitive principles.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

·

Professional knowledge of the principles and techniques of electronics

and systems engineering

with theoretical and applied knowledge of physical and engineering sciences and mathematics including knowledge of engineering principles and techniques and their application to the full range of engineering duties relative to providing support for Air Force weapon systems and related test equipment.

·

Significant specialized experience in the design and application of Air Force weapon systems, subsystems, and components as well as engineering expertise in the fields of manufacturing, construction, installation, operation and maintenance of automatic test systems and components along with experience in the design and application of Air Force weapon systems, subsystems, and components in the following fields: software, calibration, interface control and test management.

·

Mastery of a range of specialized areas in electronics engineering sufficient to originate concepts and effect new developments applicable to emerging functions and with long-term purposes.

·

Familiarity with related disciplines, particularly computer and software engineering.

·

Ability to maintain good working relationships.

·

Ability to recognize and analyze problems, conduct research, summarize results and make recommendations.

·

Technical expertise and broad experience in implementing new conceptual approaches, technologies, and methods for enhancing system/end item performance and identification of areas for improvement.

·

Ability to plan, organize, and chair conference and meetings.

·

Ability to prepare briefings, speak and write clearly and effectively.

·

Ability to communicate orally and in writing on technical issues, results, requirements, accomplishments, program status and project financial status. This includes the use of computers and communication software applications for writing and data presentation and the use of electronic transmission and presentation media (e.g., MS Word, Excel, PowerPoint, E-mail, internet, world wide web, etc.).

·

Knowledge of leave, security, safety, fire, health, quality and environmental requirements and guidelines.

·

Ability to resolve electronic engineering problems which include devising methods, procedures and approaches having program-wide influence in the area of ATS and TMDE issues.

·

Ability to plan, conduct and evaluate market surveys, professional engineering studies and other technical material

·

Familiarity with funding processes and procedures for engineering. Knowledge of program planning and budgeting cycles, financial controls and budget systems and management.

·

Knowledge of engineering test and evaluation processes.

·

Knowledge of the acquisition process to include a comprehensive knowledge of Government and Air Force contractual and funding rules, regulations, relationships and administrative procedures involved in developing and procuring ATS, TMDE, software, and engineering services.

·

Skill in resolution of complex technical, resource and logistics challenges/issues related to the testing of ATS, TMDE and computer hardware/software.

·

Comprehensive knowledge of field Test Systems and their relationship to depot Test Systems for assigned major Weapon Systems.

·

Ability to develop, evaluate and present formal and on-the-job training programs.

·

Ability to interface with a wide range of personnel in all areas of sustainment and acquisition with tact. Incumbent will be able to persuade diverse activities, organizations and individuals in accepting the proposed solution to a specific problem

·

Knowledge of a broad range of engineering commercial, industry and government standards, methods, practices, and techniques, materials, and equipment to determine compliance with federal, state, and local codes and regulations.

·

Talent to work independently when provided with general or broad guidelines for programs and projects that range from local to Air Force Wide applications.

:

ADDITIONAL CONDITIONS OF EMPLOYMENT

:

Incumbent must have comprehensive knowledge of acquisition, modification, funding, sustainment programs, technical publications and ability to apply sound judgment as well as interpret policies pertinent to assigned support systems. Must exercise analytical ability and make decisions within short deadlines; ability to make presentations to large groups and compose written correspondence in a clear and concise manner.

As required, incumbent will accomplish TDY in the performance of official assigned duties.

·

Military aircraft and military quarters will be used, when available, to perform TDY. Commercial aircraft or other modes of transportation will be used when military aircraft are not available.

·

Incumbent must have the capability to hold a secret security clearance.

·

Exercises continuing responsibilities for safety conditions, procedures, and work practices employed within assigned area of responsibility. Instructs subordinate employees in safety matters and ensures that safe work practices are followed.

·

The work may require the employee to drive a motor vehicle. An appropriate, valid driver's license may be required for the position.

·

May serve in the capacity of branch chief in their absence.

·

Subject to call during off-duty hours and there may be occasional requirements to work weekends and holidays.
