Responsible for managing, coordinating, and reviewing the work of engineers and engineering technicians in the design, implementation and support of real time Energy Management Systems (EMS) and communication systems that support GP&L System Operations on a 24/7 basis.
Essential Job Functions
Recommend and manage personnel, upgrades and enhancements to Operations Systems which include Energy Management, Networks, and IT functions.
Participate in third party negotiations.
Oversee the annual operating budget for the Department. Analyze revenue projections and monitor department expenditures.
Assist in the development and implementation of EMS/SCADA and network policies, procedures, and processes.
Manage and support 24/7 interface equipment used for real-time operations, historical data collection, and accounting functionality of the electric system.
Manage and coordinate the activities of EMS, Network Engineers and underlying staff to ensure system stability and operation.
Create and review documentation for the EMS and Corporate network interface systems.
Oversee and coordinate the monitoring, troubleshooting, and identify opportunities to increase the integrity and efficiency of the system and its performance.
Assist with the development and abide by the Standards and Protocols set forth by NERC/FERC/Texas RE, PUCT and ERCOT and the auditing of System Operations Procedures concerning both Physical and Cyber Security.
Manage and coordinate the physical and Cyber Security of System Operations as required by FERC and NERC
Perform vulnerability assessments of Cyber Security for all System Operations’ Cyber Asset devices. Generate reports for audits.
Attend conferences and meetings concerning Cyber Security to keep abreast of new technology and trends.
Recommend new policies, training, reports, and other functions necessary to keep the employees up to date.
Preferred Knowledge - Abilities & Skills
Master’s Degree in Electrical Engineering/Power Systems or Computer Science
8+ years experience in power system operations, and the design, implementation and support of Energy Management Systems
Knowledge, Skills & Abilities
Considerable knowledge of FERC, NERC and ERCOT Standards, Protocols, and Operating Guides
Considerable knowledge of Cyber Security
Considerable knowledge of Network Equipment Operation Systems
Strong written and oral skills
Skill in electronic communication
Skill in understanding EMS functions and operations
Ability to operate Custom Application software
Ability to analyze and compile budgets
Comprehensive knowledge of Electric Utility Studies, Operations and Energy Accounting
Comprehensive knowledge of basic communications equipment and operations in substations and power plants
Ability to manage a team of technical employees and coordinate well with related teams
Licenses & Certifications
Texas PE License preferred
Valid Class C Texas driver's license
One or more of the following certifications, equivalent or higher Comptia A+, Comptia N+, MCSE or CCNA

Minimum Education & Work Experience
Four-year college degree in Electrical Engineering, Power Systems or Computer Science
8 years experience in power systems operations
Or an equivalent combination of education and experience sufficient to successfully perform the essential functions of the job.
