Provide management and direction for the Network Services disciplines within the Division whose charter is to determine and define plant requirements and engineer solutions to meet requested service requirements.
Responsible to develop the strategies and plans to accomplish CenturyLink’s objectives in the capital construction program.
Applies approved technologies and architectures for application to specific requirements for plant addition to respond to requirements for growth and /or new services.
Develop, and define plans for the implementation of new plant construction or modification of existing facilities to meet new or increased service demands or improve operating efficiencies.
Prepare plans and specifications, to include gathering of field data, for new or additions to telecommunications systems through mathematical calculations of such functions as: transmission parameters, equipment transfers, modulation schemes, multiplex schemes and switching functions.
Assure that the most feasible, practical and economical means to accomplish an objective is identified and that any alternatives are also defined for management evaluation.
Perform competitive intelligence gathering and comparative assessment of approved vendor’s equipment capabilities and offerings.
Conduct formal meetings and/or presentations regarding engineering and construction plans for the receipt of pricing proposals or bids as required.
Stay abreast of industry issues and technologies through continuing education and participation in industry forums.
Assist, as required, other departments by providing engineering designs, cost estimates, studies, and analyses or by otherwise providing technical solutions or documentation to provide service to a customer or assist the operation and maintenance of the plant.
Provide cost data to be used in support of the capital construction budgets for implementation of designs, new services, technologies, and industry requirements.
Develop project support requirements by identifying the scope of effort required by all parties involved and defining the total project requirements, communicating then to all parties and monitoring progress and cost and producing periodic reports.
Perform mathematical and statistical analyses and develop reports concerning the results of certain engineering and construction activities to determine the variance to established performance objectives.
Monitor and control project expenditures, preparing progress reports, defining problems encountered, beyond the incumbent’s authority, and provide recommended solutions to management.
Oversee the installation/construction and testing of plant facilities by making on-site inspections and acceptance testing to ensure acceptable system performance.
Ensure that the documentation reflects the actual plant as-built data by onsite inspection and that it is correctly recorded in the CPR.
Make field visits and contacts to obtain the necessary permits and easements to place plant facilities along with preparing and filing the required documents.
Provide technical assistance and information on pertinent plant issues that affect the region/division operating environment.
Communicate results of cost analysis and provide direction on implementation and the network impact related to major plant additions and rearrangements.
Provide assistance to sales and marketing to communicate network functionality, features, strategies and evolutions to major accounts.
Communicate requirements and define the application of materials in the network to obtain the best cost, and maintain professional working relationships with each vendor.
Specify, define and develop plans, requirements and configurations for plant additions to include switching, transport, and access equipment as well as cable and wire additions for assigned discipline. Projects range from a few thousand to several million.
Acquire, define and communicate the criteria associated with plant additions– evaluate and define the options available to obtain the most efficient engineering solution.
The incumbent must possess understanding and vision of the communications industry – stay abreast of industry issues and direction of CenturyLink's executive management - weigh technical attributes to determine and recommend the most appropriate technology/architecture to deploy for any given set of criteria Job Requirements
Bachelors degree in Engineering or related field or the equivalent in training and experience.
Minimum 3 years telecommunications, engineering, or network planning or equivalent in training and experience.
Working knowledge of network topologies spanning the switching, access, and transport portions of the network.
Detailed understanding of digital switching topics such as space division switching, time division switching, blocking probability functions, and multistage switching.
Working knowledge of next-generation digital loop carrier systems, and analog and digital subscriber carrier.
In-depth knowledge of ISP/OSP equipment and designs.
Detailed knowledge of access interface standards specified in Bellcore TR-57, TR008, and TR-303.
Understand digital transmission topics such as PAM, PCM, Nyquist theorem, line coding, framing techniques, and time division multiplexing.
Familiar with circuit and packet switching, X.25 and X.75 protocols, IEEE 802.X protocols, OSI reference model, ISDN, frame relay, SONET, and ATM switching.
Working knowledge of, and the ability to, perform economic analysis including internal rate of return analysis, discounted payback period, net present value, profit index, buy-vs.-lease analysis, cost-benefit analysis, and breakeven analysis.
