DUTIES & RESPONSIBILITIES :
This position exercises considerable latitude in determining technical objectives for the review, research, design, development, and/or solution(s) for designated engineering investigation(s) or project(s)/program(s). Functioning in an advisory or leadership role participates in the planning and oversight of the successful resolution of engineering problem(s) and implementation of the resolution and provides direction and guidance to professional and support staff. Formulates technical plans, typically multi-year, for solution(s) development, documentation, and deployment of the engineering solution(s); as well as responsible for meeting various compliance, reporting, and safety standards. Evaluates the integration of the engineering solution within the overall scientific engineering environment; and is responsible for planning/overseeing documentation, testing, maintenance, and engineering updates. Communicates with engineering professionals, solution users, and management throughout the solution development cycle; represents the company as a prime technical contact on assigned problem(s) or project(s)/program(s); selects, motivates, and develops professional and support staff; interacts with senior internal and external personnel on technical matters requiring coordination between the organizations; anticipates future engineering needs; and, develops new or expands existing business opportunities.

Essential Functions:
Develop/analyze/assess SIGINT signal processing and data exploitation architectures; e.g., requirements for sensor inputs, algorithms, processors, and data security.

Develop data fusion architectures for SIGINT with radar and EO/IR imagery, and radar MTI.

Develop and/or identify best-in-breed SIGINT automated target recognition (ATR) algorithms.

Develop SIGINT systems and data exploitation models

Support for architecture development of SigInt with EA, EO/IR, SAR, Maritime, and MTI Radar, including participation in a Model Based Architecture Design process.

Assist in the development of white papers, proposals, and presentations.

Provides innovative solutions to complex technical and engineering problems.

Represents the assigned investigation(s) or projects(s)/program(s) as a prime technical expert.

Act as expert consultant and advisor in identified area(s) of engineering investigation.

Advises or directs the activities of assigned project(s)/program(s) to achieve technical objectives.

Directs and allocates technical resources and professional staff to achieve objectives.

Develops new and/or expands existing business opportunities.

Ensures compliance, reporting, and safety standards are maintained.

Participates in the planning, selection, retention, and development of the professional staff.

Participates in internal and external technical program reviews.

May develop and perform advanced computational modeling of scientific phenomena.

Responsible for observing all laws, regulations and other applicable obligations wherever and whenever business is conducted on behalf of the Company.Expected to work in a safe manner in accordance with established operating procedures and practices

Requirements:
MINIMUM QUALIFICATIONS :
Typically requires a Bachelors degree, Masters degree or PhD in engineering or related technical discipline from an accredited institution and progressively complex engineering experience as follows; fifteen or more years experience with a Bachelors degree, thirteen or more years experience with a Masters degree, and ten or more with a PhD. May substitute equivalent engineering experience in lieu of education.

Exceptional organizational, and oral and written communication skills, experience developing signal processing and data exploitation architectures for one or more of the following SIGINT/COMINT areas: DOA, TDOA/FDOA, experience developing signal processing and data exploitation architectures for SIGINT/COMINT direction finding algorithms: single pseudo-doppler technique or Watson-Watt technique using Adcock antenna pairs; MUSIC; single channel TNG; multiple channel Phase-Comparison Monopulse or phase-interferometer; maximum-likelihood; and ESPRIT, extensive experience with Matlab, experience with Signal Processing and RF Toolboxes.

Must demonstrate;

(1) a detailed and extensive technical expertise and application of engineering principles, concepts, theory, and practice;

(2) project and/or program leadership including organizing, planning, scheduling, and coordinating workloads to meet established project deadlines or milestones;

Must possess the ability to;

(1) contribute to the development of new concepts and principles;

(2) resolve unusually complex technical problems;

(3) serve as spokesperson on projects and/or programs; and

(4) be a technical expert in one or more areas of engineering investigation.

Excellent communication, computer, presentation, and interpersonal skills are required enabling an effective leadership interface with other departments, all levels of management, professional and support staff, customers, potential customers, and government representatives.

Customer focused, formulates plans based on the development of innovative new designs in resolving advanced technical scientific problems.

Must be able to work on a self-initiated basis or in a team environment, and able to work extended hours and travel as required.

Must be able to lift up to 25 lbs.

Ability to obtain and maintain a DoD Secruity Clearance is required.

DESIRABLE QUALIFICATIONS:
Hands -on SIGINT experience.

Experience in one or more of the following technical areas: EW / SIGINT, airborne ISR sensors, radar, optical imagers, lasers, LIDAR, navigation and control systems, payload autonomy.

Experience in the following technical areas: integration and test of mission systems, sensors, and payloads onto large and small, manned and unmanned, fixed wing, and rotary wing platform.

Experience in program capture and proposal generation.
